Chennai’s ambitious metro expansion programme is confronting fresh execution challenges as delays in underground construction have slowed the movement of tunnel boring machines, creating concerns over revised delivery schedules and extending traffic disruptions across several parts of the city. The setbacks could affect key sections of the Phase II network and prolong the inconvenience faced by residents navigating roads occupied by construction barricades.
The ₹63,246-crore Phase II programme, spread across 118.1 kilometres, includes 42.6 kilometres of underground corridors designed to strengthen public transport connectivity and reduce dependence on private vehicles. However, progress on the underground network has remained uneven, with only about 28 kilometres of tunnelling completed so far. According to officials familiar with the project, multiple tunnel boring machines have remained inactive below ground because station shafts and retrieval locations were not prepared in time. In several instances, equipment that completed excavation could not be extracted and shifted to new stretches, disrupting the sequencing of works and slowing overall progress.
The delays have emerged from a combination of factors, including contract revisions, rebidding processes and difficulties in relocating underground utilities before station construction could advance. Industry experts note that such bottlenecks not only increase costs but also affect project efficiency, particularly when specialised machinery remains unused for extended periods. The impact is being felt across several sections of the Chennai Metro Phase II network. Machines awaiting recovery are expected to be redeployed to subsequent corridors, and the delay in one segment has created cascading effects elsewhere. Some additional machines are now being considered to prevent further interruptions to underground works. Urban planners say timely execution of mass transit projects is essential for creating low-carbon cities and reducing vehicular congestion. Chennai Metro Phase II is expected to play a crucial role in encouraging a shift towards public transport, improving accessibility and supporting more sustainable urban growth. Delays in delivery, however, can temporarily offset these benefits by prolonging road restrictions, increasing travel times and raising economic costs for commuters and businesses.
