Larsen & Toubro has received an initial go-ahead to execute the main plant package for the 1,600 MW Chandrapura thermal power plant in Jharkhand, a project being developed by a joint venture between Damodar Valley Corporation and Coal India Ltd.
L&T Energy CarbonLite Solutions has secured a Limited Notice to Proceed from DVC CIL Power Pvt Ltd, the joint venture company, for the two-unit project. The company disclosed the development in a regulatory filing on Wednesday.
The notice does not yet represent the full notice to proceed for construction. DVC CIL Power will issue that instruction after the project secures the requisite environmental clearances and completes the Limited Notice to Proceed period.
The Chandrapura project will comprise two 800 MW ultra-supercritical thermal power units. L&T’s package covers the design, manufacture and supply of major equipment, including boilers, steam turbines, generators and electrostatic precipitators. The company will also undertake installation, testing and commissioning, along with associated mechanical, electrical, control and civil works.
Ultra-supercritical technology operates at higher temperatures and pressures than conventional subcritical systems. According to L&T’s filing, its use at Chandrapura is expected to enable higher thermal efficiency and lower specific emissions while supporting reliable power generation. The filing did not provide a project completion schedule or disclose the value of the contract.
The project is being advanced by DVC CIL Power, bringing together Damodar Valley Corporation and Coal India. DVC is a power utility with operations in eastern India, while Coal India is the country’s largest coal producer. Their joint venture places the Chandrapura project within the region’s established coal-and-power ecosystem, although the supplied filing does not specify the proposed fuel-supply arrangements for the plant.
At 1,600 MW, the planned facility is intended to add substantial generating capacity as industrial expansion and economic activity increase electricity demand. Its scale also means that the project’s next formal milestones will depend on regulatory clearances and the transition from the limited notice to proceed to the full construction order.
The environmental-clearance process is therefore the immediate condition attached to the project’s progression. Until those clearances are secured and the LNTP period is completed, L&T’s current authorisation remains limited to the initial notice covering the main plant package.

DVC CIL Power’s next stated step is to issue the notice to proceed once the required environmental clearances are in place and the Limited Notice to Proceed period has concluded.
