BPCL’s proposed Rs 1,03,408-crore greenfield refinery and petrochemical complex near Ramayapatnam Port in Andhra Pradesh has received environmental and Coastal Regulation Zone clearances, moving the project closer to construction across parts of Prakasam and SPSR Nellore districts.
The clearances were granted by the Union Ministry of Environment, Forest and Climate Change through an order dated October 27, 2026. The project will be developed across 5,213 acres in Chevuru and Ravuru villages of Gudlur mandal in Prakasam district, and Chennayapalem and Rudrakota villages of Kavali mandal in SPSR Nellore district.
Bharat Petroleum Corporation Limited has proposed a refinery with a capacity of nine million tonnes per annum, alongside a petrochemical complex. The project’s scale makes the environmental approval a significant regulatory milestone for the industrial area around Ramayapatnam Port, although the clearance order requires BPCL to secure other applicable statutory permissions before construction and operations begin.
Around 30 per cent of the project area, or approximately 1,564 acres, is to be developed as a greenbelt, according to the clearance details reported by Deccan Chronicle. BPCL has also proposed an allocation of Rs 54 crore for community and environmental initiatives in the surrounding villages.
The project is expected to generate 400 direct and 13,600 indirect jobs during construction. Once operational, it is expected to create 1,250 direct and 3,750 indirect jobs. These figures cover both construction and operating phases, with the indirect employment estimates indicating the wider workforce associated with the project’s development and functioning.
The environmental conditions attached to the approval include continuous monitoring of emissions and effluents, wastewater treatment and recycling, and compliance with prescribed pollution-control standards. These requirements will govern how the refinery and petrochemical complex manages its environmental footprint after construction and during operations.
The project will also occupy land across four villages in two districts, placing implementation responsibilities across the industrial site, surrounding settlements and the coastal regulatory framework. The CRZ clearance is particularly relevant because of the project’s location near Ramayapatnam Port and the need to comply with restrictions governing designated coastal areas.
BPCL officials are reportedly preparing for a foundation stone-laying ceremony on December 5. Prime Minister Narendra Modi is expected to perform the ceremony, according to the report. The proposed event would mark the next public milestone, but the company must complete the remaining statutory approvals before beginning construction or operations.
