The Greater Bengaluru Authority (GBA) on Tuesday launched e-Aasthi 2.0, an upgraded digital system intended to simplify property-record and e-Khata services for Bengaluru’s property owners by reducing paperwork and visits to government offices.
Greater Bengaluru Development Minister Krishna Byre Gowda launched the platform. The GBA said the system allows citizens to access e-Khata services, submit applications and track their progress online through redesigned digital workflows.
Bengaluru has more than 35 lakh properties, according to figures cited at the launch. Around 23–24 lakh property records have been digitised and draft e-Khatas issued, while approximately 11 lakh property owners have obtained their final e-Khata.
The first version of e-Aasthi was introduced in the erstwhile Bruhat Bengaluru Mahanagara Palike in October 2024. About 25 lakh e-Khatas were scanned, digitised and made available online through that system. The GBA said the new version has been developed in-house with improvements in user experience, automation, integration and scalability.
The upgraded platform is designed to address several issues that commonly arise in property records, including errors, changes in names, continuation of previous owners’ names and discrepancies in recorded property extent. It also supports multiple deeds related to the same property, including historical deeds from before and after 2004.
The authority said inheritance and mutation processes will be streamlined through authenticated data and integration with other government systems. A key feature of e-Aasthi 2.0 is its integration with Kaveri, the property-registration platform, as well as Bescom and the Bangalore Water Supply and Sewerage Board. Relevant registration and property information can be exchanged between these systems, with records updated automatically based on e-Khata data, the GBA said.
“Some aspects of the existing system, including the process of uploading documents, were difficult for citizens. We have therefore worked on e-Aasthi 2.0 to make the system simpler, faster, more transparent and more citizen-friendly,” Mr. Gowda said.
The GBA will introduce an online module for khata bifurcation on September 28. Eligible property owners will be able to apply online, upload the required plans and complete the process digitally, subject to applicable rules and approvals.
The platform also provides digital workflows for new khata applications, bulk new khata applications, property bifurcation and amalgamation. The GBA said these modules would be introduced in phases.
The authority’s larger objective is to create an integrated property-management architecture covering the GBA and Bengaluru’s five city corporations. This architecture is intended to bring together digitised and geo-referenced property records with property-tax data, urban-planning information, building-plan approvals and datasets from Kaveri, Bescom, BWSSB and other government systems.
The next immediate milestone is the launch of the online khata-bifurcation module on September 28, followed by the phased introduction of other digital property-service modules.
