Bengaluru Hebbal Tunnel Land Costs Raise Questions
Bengaluru’s Hebbal short-tunnel project is facing fresh scrutiny over land valuation after questions emerged about the cost paid for property required for the infrastructure. The issue adds another layer to an already contentious project, where concerns over expenditure, land requirements and environmental impact have accompanied plans to build a 2.2-km underground road near one of north Bengaluru’s busiest traffic corridors.
The Bengaluru Hebbal tunnel is designed as a six-lane route connecting Hebbal Junction with the University of Agricultural Sciences area. The project is intended to provide a faster movement corridor towards the airport side of the city, bypassing congestion on the surface road. The tunnel is being developed using the cut-and-cover method and has been awarded for around ₹1,139 crore. The latest land-cost controversy centres on the Bangalore Development Authority’s valuation decisions. According to the reported documents, the authority had earlier questioned a Public Works Department rate as excessive, but subsequently agreed to acquire land at a substantially higher effective rate. The discrepancy raises questions about how public agencies establish and justify land values when major infrastructure projects require land quickly. For public finances, the concern is broader than the value of one parcel. Land acquisition and related compensation can materially alter the final cost of urban infrastructure, particularly in established areas where property values are high. Transparent valuation methods therefore become important when projects are funded through public resources. The Bengaluru Hebbal tunnel is already being examined against its wider infrastructure context.
A separate elevated corridor towards Mehkri Circle is planned to connect with the tunnel, creating an integrated route intended to improve traffic movement through the area. Earlier estimates placed the combined tunnel-and-corridor package at about ₹2,215 crore. The project also has an environmental dimension. Construction has begun even as assessments concerning vegetation affected by the tunnel alignment have continued. Recent reporting indicated that a survey was still under way to determine the impact on trees around the project area, prompting concerns about whether ecological safeguards are keeping pace with construction activity. That makes the question of value for money particularly important. A transport project should be assessed not only by the traffic it can move but also by its land cost, environmental footprint, construction disruption and compatibility with public transport investments. Hebbal is already becoming a major infrastructure convergence zone, with metro and suburban rail proposals adding to existing road projects.
The effectiveness of the tunnel will therefore depend on how these modes are integrated rather than whether another road capacity increase can temporarily reduce congestion. For Bengaluru, the immediate requirement is greater transparency around land valuation, project costs and environmental mitigation. Such scrutiny can help ensure that infrastructure spending delivers durable mobility benefits without imposing avoidable financial or ecological costs on the city.
