Bengaluru Flyovers Get New Traffic Management Plan

Bengaluru authorities are preparing targeted traffic measures at five flyovers to address recurring congestion, particularly during peak travel periods. The planned interventions reflect the growing pressure on key elevated corridors and raise a broader question for the city: how far can traffic management improve mobility when road capacity continues to be stretched by rising vehicle volumes?

The measures are expected to focus on managing traffic movement around selected flyovers rather than simply adding road capacity. Officials are examining operational changes that could improve vehicle flow, reduce bottlenecks and make better use of existing infrastructure. Flyovers are designed to separate traffic streams and remove conflicts at busy junctions. Yet their effectiveness can decline when congestion shifts to entry and exit points. Vehicles merging into narrow approaches, queues forming at downstream signals and heavy turning movements can create bottlenecks even when the elevated section itself remains relatively clear. This is a familiar challenge for Bengaluru. Traffic growth has increased pressure on major arterial roads, while construction and limited road space restrict opportunities to widen existing corridors. As a result, managing how vehicles use existing infrastructure is becoming increasingly important. The proposed measures could include changes to traffic circulation, lane management and signal coordination. Such interventions can be implemented more quickly and at lower cost than major road construction, although their success depends on consistent enforcement and accurate monitoring of traffic patterns. There is also a need to consider pedestrians and public transport. Traffic improvements that prioritise vehicle throughput alone can create difficult crossings or make roads less accessible for people walking to bus stops and neighbourhoods.

A citywide mobility strategy needs to balance traffic movement with safe access for all road users. Public transport integration is particularly relevant around flyovers. Many busy corridors carry buses alongside private vehicles, and congestion can slow services significantly. Giving buses more predictable movement through junctions could improve the efficiency of the wider transport network without requiring every commuter to shift to private vehicles. The economic implications are significant. Traffic delays consume working hours, increase fuel use and raise the operating costs of logistics and commercial vehicles. For businesses dependent on predictable travel times, recurring congestion can affect productivity and delivery schedules. However, traffic management cannot indefinitely substitute for better transport planning. If vehicle ownership continues to grow, individual flyover improvements may provide only temporary relief before congestion returns elsewhere. Urban planners increasingly emphasise demand management, public transport, walking and cycling alongside road engineering.Bengaluru’s expanding metro network can absorb a larger share of high-volume travel, but only if stations are accessible and connected effectively to surrounding neighbourhoods. The five-flyover intervention can therefore be viewed as an operational response rather than a complete congestion solution. Data from traffic speeds, queue lengths, travel times and accident-prone conflict points should be used to assess whether the changes actually improve mobility.

For Bengaluru, the immediate objective is to make existing infrastructure work better. The longer-term challenge is reducing the city’s dependence on road capacity as the primary answer to growing mobility demand.
If the planned measures deliver measurable improvements, they could offer a relatively low-cost way to ease pressure at critical locations. But sustained congestion relief will ultimately require coordinated investment in public transport, pedestrian infrastructure and more efficient use of Bengaluru’s limited road space.
