Bengaluru Community Health Officers End Strike After Government Response

Bengaluru community health officers have returned to duty after the Karnataka government indicated that it would respond positively to their demands, including service regularisation, withdrawal of new rules and equal pay for equal work.

The officers had begun an indefinite strike on September 28, pressing the government to address what they described as multiple service-related concerns. Their demands included making their services permanent, withdrawing the new rules and ensuring equal pay for equal work.

The protest was called off after Health Minister U.T. Khader held a meeting with office-bearers of the Community Health Officers’ Association on October 7. During the meeting, the minister responded positively to the demands and instructed senior officials to take necessary action in accordance with the rules, according to the report by Prajavani.

Following the meeting, community health officers withdrew the strike and reported back for duty. The development brings the immediate protest to an end, but the government’s response, as reported, is an assurance to initiate action under existing rules rather than a confirmed decision on all the demands.

The dispute centres on the employment conditions and administrative framework governing community health officers. Service regularisation, the treatment of new rules and equal pay are separate issues, but they are linked by the officers’ demand for clearer and more secure conditions of work.

The meeting with the health minister also places the next stage of the matter with the department’s senior officials. The minister’s instruction was for the officials to take the required steps under the applicable rules. The report does not specify a deadline for those steps, the number of officers affected, or whether the demands have been formally accepted in full.

The return to duty means the officers have resumed their assigned responsibilities after the strike. However, the longer-term resolution of the dispute will depend on the administrative action that follows the October 7 meeting and on how the government addresses each demand raised by the association.

For now, the immediate milestone is the officers’ return to work. Further clarity is expected from the health department’s rule-based action on service regularisation, the new regulations and equal pay.
