BDA Revamps PRR Project to Attract Bidders

The Bangalore Development Authority (BDA) has introduced an innovative compensation model to revitalise the long-stalled Peripheral Ring Road (PRR) project, valued at Rs 27,000 crore. This new approach, which involves sharing a substantial portion of the developed land with the affected farmers, aims to address the challenges that have hindered the project’s progress since its inception in 2007.

Despite multiple rounds of tendering, the 73km circular road project has struggled to attract a successful bidder. The BDA hopes that the new model will incentivise land-losing farmers and potential bidders alike, thereby overcoming the hurdles that have delayed the project for over a decade. A senior BDA official explained the rationale behind the new proposal, which was approved during the BDA Board meeting on 31 July. “The primary challenge has been the acquisition cost of 2,560 acres of land, which alone accounts for Rs 21,000 crore out of the total project budget of Rs 27,000 crore. This high cost has deterred potential bidders,” the official stated. “By proposing a land-sharing arrangement with the affected farmers, we aim to manage this significant component of the budget. If successful, this approach could reduce the construction cost to Rs 6,000 crore, making the project more attractive to bidders.”

The innovative land-sharing model reflects a strategic shift in the BDA’s approach to land acquisition and compensation. By offering a portion of the developed area to landowners, the BDA seeks to create a win-win scenario where both the authority and the affected parties benefit. This model could potentially serve as a blueprint for other large-scale infrastructure projects facing similar challenges. The new proposal is set to be forwarded to the government for consideration. If approved, it could mark a significant milestone in the PRR project’s development, paving the way for smoother land acquisition processes and enhanced cooperation between the BDA and the local community.

The PRR project is expected to alleviate traffic congestion in Bengaluru by providing a bypass for vehicles, thereby reducing the burden on the city’s existing road network.
