The Andhra Pradesh government has formed a three-member ministerial committee to resolve house-site allocation problems within 45 days, including vacant plots in existing layouts, abandoned registrations and land requirements for nearly two lakh people identified in a recent Awas survey.
Chief Minister N. Chandrababu Naidu announced the panel at a state Cabinet meeting in Amaravati. Housing Minister Kolusu Parthasarathy briefed the media on the Cabinet decisions. The committee will include the housing and revenue ministers along with another minister.
The panel will examine vacant plots in existing layouts and registered plots that have been abandoned by beneficiaries. It will also study whether such registrations can be cancelled and whether the sites can then be allotted to other eligible beneficiaries.
The government will separately examine the modalities for acquiring land for nearly two lakh people identified as requiring house sites in the recently conducted Awas survey. The Cabinet announcement does not specify the locations of these beneficiaries, the quantum of land required or the financing arrangement for acquisition.
The decision places two linked administrative problems before the committee: making better use of plots that are already part of approved layouts and finding additional land for households that remain without an identified house site. Resolving both issues will require scrutiny of beneficiary records, the status of registrations and the legal position of land already allotted.
The proposed cancellation and re-allotment of registered plots could also require verification of whether beneficiaries have formally surrendered their claims, whether the plots remain vacant and whether any third-party interests have emerged. The Cabinet announcement did not provide details on the procedure or safeguards that will govern such decisions.
The house-site decision was part of a wider set of measures approved at the meeting. The Cabinet ratified orders implementing the Thalliki Vandanam scheme for 2026-27, including 58,601 additional eligible students and financial assistance for 3,29,201 beneficiaries selected in the second phase. It raised the administrative sanction from Rs 10,120.78 crore to Rs 10,208.69 crore, taking the total number of eligible beneficiaries to 68,05,791.
The Cabinet also approved a one-time measure in NTR district to change land classification and regularise long-standing occupations of government poramboke lands involving original assignees or legal heirs, third-party purchasers and other occupants. Other land-related decisions included the proposed reclassification of seven acres in Prakasam district for a residential school and hostel, and the free transfer of 7.66 acres of government land in YSR Kadapa district to the endowments department for temple development, subject to conditions and the required no-objection certificate.
The ministerial panel’s immediate task is to establish the number of usable vacant plots, identify registrations that can legally be cancelled and determine how land can be acquired for the households identified by the Awas survey. The government has set a 45-day timeframe for resolving the house-site issues.
