Ambedkar Corporation Funds Case Puts Karnataka Welfare Spending Under Scrutiny

The Ambedkar Corporation funds case has brought fresh scrutiny to the management of welfare money in Karnataka after BJP leader R Ashoka accused the state government of financial irregularities involving Rs 14.95 crore belonging to the Dr B R Ambedkar Development Corporation.

Ashoka, the Leader of Opposition in the Karnataka Assembly, made the allegation in a post on X on Friday. He referred to an Enforcement Directorate press release dated October 14 and alleged that the agency’s material pointed to another major financial fraud under the Karnataka government.

The BJP leader alleged that funds belonging to the corporation were siphoned off through fake current accounts, forged documents and the premature closure of fixed deposits. The allegations have not been presented in the report as a finding against the state government or any individual by a court.

According to the Enforcement Directorate press release cited by Ashoka, the agency filed a supplementary prosecution complaint before the Special Court under the Prevention of Money Laundering Act in Bengaluru on October 5. The complaint names five accused, the report said.

The ED investigation was initiated on the basis of a First Information Report registered by the Central Bureau of Investigation’s Anti-Corruption Branch in Bengaluru. The FIR invoked provisions of the Indian Penal Code and the Prevention of Corruption Act, 1988, which are scheduled offences under the Prevention of Money Laundering Act, 2002, according to the agency material cited in the report.

Ashoka linked the matter to the earlier case involving an alleged Rs 187 crore irregularity in the Maharshi Valmiki Scheduled Tribes Development Corporation. He alleged that funds intended for Scheduled Caste and Scheduled Tribe development were being misused and called for accountability and transparency.

The BJP leader also questioned Congress leader Rahul Gandhi and the state government over what he described as silence on the alleged diversion of welfare funds. He said the Karnataka BJP would continue to pursue the matter until those responsible were brought to justice.

The cases place attention on the administrative safeguards surrounding funds held by development corporations. Such entities typically manage targeted welfare programmes, making the handling of bank accounts, fixed deposits, beneficiary payments and authorisation records central to any investigation. In this case, the ED complaint and the underlying CBI FIR will determine the formal scope of the allegations and the accused persons’ role in the matter.

The report did not include a response from the Karnataka government or the Congress leadership to Ashoka’s allegations. The next stage will involve proceedings before the Special Court under the PMLA, where the prosecution complaint and the evidence cited by the investigating agencies will be considered.
