Ahmedabad has introduced a revised parking framework that allows private property owners to offer unused land for public parking and directly collect fees from motorists. The policy shift aims to address rising parking pressure across busy urban zones while encouraging better use of existing land assets rather than allowing vacant spaces to remain disconnected from city mobility needs.
The Ahmedabad Municipal Corporation (AMC) has moved away from an earlier incentive-based model after limited participation from property owners. Under the new approach, owners of suitable private plots can register their spaces with the civic authority and make them available for parking through a digital platform. The move is expected to create a decentralised parking network across the city, particularly in commercial areas and neighbourhoods where limited parking supply contributes to road congestion and unauthorised roadside parking. The revised parking policy enables owners to retain the full income generated from vehicles using their registered spaces, with no revenue-sharing arrangement with the municipal body. Officials said the system is designed to simplify participation by reducing operational hurdles faced under the previous scheme. Earlier efforts offered property tax incentives to owners who converted vacant land into public parking areas, but the response remained limited because of additional responsibilities such as supervision, staffing and daily management.
Urban mobility experts believe the new parking policy reflects a broader shift towards demand-based solutions, where cities use existing private infrastructure to support public requirements. Instead of relying only on large public parking structures, shared access to privately held land can provide quicker and more flexible solutions in dense urban areas. Once registered, parking locations and availability details will be integrated into the AMC’s digital parking application, allowing commuters to identify nearby options. Such technology-based systems can reduce unnecessary vehicle circulation caused by drivers searching for parking, which contributes to congestion and increased emissions.
However, planners caution that effective implementation will depend on monitoring, transparent pricing mechanisms and ensuring that pedestrian movement and neighbourhood accessibility are not compromised. Parking facilities must be integrated carefully with wider urban planning goals, including safer streets, improved public transport access and reduced dependence on private vehicles. The policy also highlights the economic potential of underused urban land. For property owners, vacant plots can become productive assets, while for the city, additional parking capacity may help improve traffic management without extensive land acquisition. As Ahmedabad continues to expand, the success of the parking policy will depend on how effectively it balances private participation with public interest. Clear regulations, digital oversight and regular evaluation will determine whether the initiative can become a sustainable component of the city’s long-term mobility strategy.
