Ahmedabad drainage approvals face a flood test

Ahmedabad’s civic authorities are considering a tighter link between construction permissions and the availability of drainage infrastructure, after extreme monsoon flooding exposed weaknesses across several fast-growing western and peripheral neighbourhoods. The proposed approach could alter how new projects are assessed, while forcing a broader question on whether urban expansion is keeping pace with the infrastructure needed to support it.

The immediate trigger was the intense rainfall recorded on July 23–24. Ahmedabad received about 295 mm in the 24 hours ending 6 am on July 24, its fourth-highest single-day rainfall on record, according to reported India Meteorological Department data. Bopal recorded more than 467 mm during the period, while several western locations crossed 400 mm. Against that backdrop, officials are examining whether existing underground sewerage and stormwater capacity should become a more decisive factor before development permissions and Building Use certificates are issued. The shift is significant because building approvals can create long-lived demand for roads, water, sewage and flood-management systems. Ahmedabad’s peripheral growth has exposed the consequences of separating these decisions. In parts of Shela and neighbouring growth corridors, residential and commercial construction expanded while trunk drainage infrastructure remained incomplete. AUDA has acknowledged the absence of a comprehensive stormwater network in Shela, while its infrastructure programme has included sewerage and drainage works across Shela, Ghuma, Godhavi, Manipur, Sanathal and Telav.

The regulatory gap is partly rooted in an older development model. Gujarat’s development regulations permit a septic tank, soak pit or soak well where a formal drainage facility is unavailable, subject to specified safeguards. That provision can keep construction moving in areas where municipal networks have yet to arrive, but it does not substitute for a city-scale sewerage and stormwater system as population density rises. For property markets, the proposed scrutiny could create short-term uncertainty. Projects in poorly serviced locations may face longer approval timelines or additional infrastructure requirements. Yet the longer-term economic calculation is more complex: construction that precedes basic civic capacity can shift the eventual cost of flooding, road damage, emergency pumping and service disruption from individual projects to residents and public agencies.

The infrastructure response is already being scaled up. The Asian Development Bank-backed Ahmedabad peri-urban programme envisages 126 km of climate-resilient stormwater drainage and 300 km of sewerage networks across the surrounding urbanising areas. The policy test now is whether approvals become genuinely infrastructure-led rather than simply delayed. For Ahmedabad, resilient growth will depend not only on adding homes and commercial space, but on ensuring that drainage, natural water channels and other essential systems are capable of supporting the people who move into them.
