Uttar Pradesh Chief Electoral Officer Navdeep Rinwa has directed district election officers to train Common Service Centre (CSC) operators after applicants filed duplicate Form-6 applications because they did not receive confirmation messages for earlier submissions during the ongoing Special Summary Revision of electoral rolls.
The directive covers the registration of new voters across the state and is intended to prevent multiple applications from entering the electoral roll system. According to the CEO, applicants were submitting Form-6 online either independently or through CSCs and then filing fresh applications when they were unsure whether their original forms had been successfully submitted.
Rinwa said Form-6 is treated as finally submitted only after successful e-sign authentication. Applicants must enter the one-time password received on their Aadhaar-linked mobile number to complete the process. A reference number is generated after submission, allowing the applicant to track the application.
The CEO clarified that the mobile number entered in Form-6 does not have to be the same as the number linked to Aadhaar. However, the application reference number is sent to the mobile number entered in the form. CSC operators have therefore been instructed to use applicants’ genuine, active mobile numbers rather than their own numbers or fictitious contact details.
District election officers have also been told to ensure that operators save screenshots of reference numbers displayed on the screen or write them down and share them with applicants. The measure is intended to help applicants track their registration status instead of filing another Form-6 when confirmation messages are delayed because of network problems.
Rinwa has asked districts to sensitise electoral registration officers, assistant electoral registration officers and booth-level officers about preventing duplicate applications. Officials have also been directed to conduct public awareness campaigns through media and social media platforms to explain the correct registration process.
The CEO separately flagged errors in residential addresses and PIN codes as another cause of problems for new voters. Electors Photo Identity Cards are dispatched through Speed Post, and incomplete or inaccurate address details can result in cards being returned undelivered.
Applicants have been advised to register an active mobile number so they can receive notifications about additional documents required for verification. The number also enables access to electronic voter identity cards and information on constituencies, polling stations and booth-level officers through the ECINET app or the voters’ service portal.
The instructions come as Uttar Pradesh carries out its ongoing Special Summary Revision of electoral rolls. District election officers are responsible for implementing the training and awareness measures through CSC operators and election officials involved in voter registration.
