Gurugram Civic Action: Haryana CM Orders Pay Cuts, Suspension

Haryana Chief Minister Nayab Singh Saini has ordered disciplinary action against officials in Gurugram over alleged administrative lapses, including incorrect property ID creation, alleged misconduct with a citizen and negligence in road renovation work.

The directions were issued during a meeting of the District Public Relations and Grievance Redressal Committee in Gurugram, where 15 complaints were taken up. According to Navbharat Times – Gurgaon, 11 complaints were resolved during the meeting, while officials were instructed to act on the remaining four and submit status reports before the next meeting.

Two officials facing action over the incorrect creation of property IDs have been ordered to face a 50 per cent salary cut for three months. The Chief Minister also directed that chargesheets be issued and that the officials be transferred outside the National Capital Region. Property identification is an important part of municipal administration because errors can affect ownership records, civic services and the handling of property-related applications.

Saini also ordered the suspension of a Municipal Corporation official identified as a patwari after a complaint about alleged misbehaviour with a citizen. In a separate matter involving the renovation of a road, the Public Works Department executive engineer was ordered to face a one-month salary deduction for alleged negligence.

The meeting also addressed the condition of public toilets in Gurugram and Manesar. The Chief Minister ordered the formation of three-member inspection committees for all eight municipal corporation zones. The structure will cover six zones in Gurugram and two in Manesar, with at least one government official on each committee. The committees have been directed to inspect public toilets and submit their reports within one month.

The orders place routine civic functions such as property records, public facility maintenance and road works under closer administrative scrutiny. They also link complaint resolution to follow-up reporting, with the four unresolved cases to be reviewed at the next committee meeting.

During a hearing on a complaint related to the renovation of a government school, Saini said the state government had approved an infrastructure plan worth more than Rs 2,000 crore. Under the plan, new buildings are to be constructed at more than 400 government schools by December 2027, according to the report.

The immediate next steps are the inspection of public toilets within one month, submission of status reports on the four unresolved complaints at the next meeting, and departmental action against the officials named during the proceedings.
