Odisha Vehicle Registration Cancelled for Over 2 Lakh Vehicles

More than two lakh vehicle registrations in Odisha have been placed in the permanent archive after the vehicles were found without valid insurance, pollution-under-control certificates or fitness documents, according to a report by The Samaja – Bhubaneswar. The action covers both private and commercial vehicles and could be followed by similar action against around 25 lakh more vehicles in the state.

The enforcement is linked to the transport authorities’ use of vehicle portal data and the e-detection system operating at toll gates. Vehicles identified as failing to meet mandatory requirements are being added to the permanent archive category, according to the report.

Under the system described in the report, a vehicle’s registration certificate can be cancelled when its insurance or other required certificates have not been renewed for more than two years. If such a vehicle is found being driven on the road, enforcement agencies may seize it.

The action forms part of a wider effort to enforce the Motor Vehicles Act more strictly and reduce road accidents and deaths associated with unsafe or non-compliant vehicles. The report said provisions include substantial fines and, in some cases, the arrest of drivers.

The registration records listed in the permanent archive cannot be easily restored. According to the report, only the Union Ministry of Road Transport and Highways can reactivate registrations cancelled through the system, making the process difficult for vehicle owners.

The scale of the action could create problems for owners whose records are incomplete or whose certificates could not be renewed because of administrative barriers. Road-safety expert Subrat Nanda told The Samaja – Bhubaneswar that public awareness should precede strict implementation. He said many vehicle owners had not linked their registration certificates with Aadhaar, creating OTP-related difficulties while renewing pollution certificates.

The report also warned that cancelling registrations on such a large scale could have economic and social effects on vehicle owners. Commercial vehicle operators may face a direct loss of mobility and income if their vehicles are seized, while private owners could be affected by the cost and procedural difficulty of restoring compliance.

Authorities are expected to continue using portal records and toll-gate e-detection to identify vehicles without valid documentation. Vehicle owners whose registrations have been affected will need to follow the prescribed process for compliance and any possible restoration through the competent transport authorities.
