West Bengal has announced a special employment scheme under which one eligible dependant of a person killed in political violence on or after 1 January 2001 can apply for a Group D government job, according to a notification reported by Sangbad Pratidin.
The scheme covers deaths linked to political violence during elections or in the period after elections. The reported notification sets out who can apply, which documents must be submitted and how applications will be assessed by district- and state-level committees.
The eligible family member may be the deceased person’s spouse, son or daughter. Legally adopted children are also eligible if the adoption took place before the person’s death. The applicant must be a dependant of the deceased person, as defined under the scheme.
Appointments under the programme may be made to Group D posts in different departments of the West Bengal government, directorates, collectorates and other government offices. Applicants will have to complete the prescribed form and submit it to the district magistrate concerned.
The application must include the deceased person’s death certificate, proof of the applicant’s relationship with the deceased, the first information report connected with the incident and the chargesheet prepared against the accused in court, according to the reported notification. Applicants will also be required to clear police verification and a medical examination before appointment.
A screening committee will examine each application and determine whether the applicant meets the conditions of the scheme. If an applicant is dissatisfied with the decision of the district-level screening committee, the notification provides for an appeal to a state-level committee within 30 days. The appeal must be submitted using the prescribed Form B.
The process places the district magistrate and screening committees at the centre of implementation. This means that applicants will need to establish not only the death and family relationship, but also the connection between the death and the qualifying political-violence incident through official records, including the FIR and court chargesheet.
The notification also sets out an obligation after appointment. A person who receives a job under the scheme must submit Form C by 31 January every year. The form requires the employee to undertake responsibility for supporting the other dependants of the deceased person’s family.
The reported decision provides a formal employment channel for families affected by political violence over the past 25 years. Its implementation will depend on how district authorities interpret the eligibility conditions, process documentary evidence and handle appeals through the prescribed committee system.
