Delhi will restrict the entry and movement of vehicles below BS-VI emission standards from November 1, 2026, under the revised Graded Response Action Plan (GRAP), according to an advisory issued by the Delhi Traffic Police. The restrictions will affect trucks, vehicles registered outside Delhi and interstate diesel buses that do not meet the required emission standard.
BS-VI vehicles, CNG vehicles, electric vehicles and vehicles covered by notified exemptions will be allowed to enter and operate in the national capital, subject to the applicable restrictions. The advisory also makes clear that even BS-VI vehicles will not be permitted to enter Delhi without a valid Pollution Under Control Certificate (PUCC).
The restrictions have been linked to the revised GRAP issued by the Delhi government’s Environment Department on June 23, 2026. The traffic police advisory states that trucks and vehicles entering from outside Delhi will face restrictions from November 1, 2026, through January 31, 2027, with exemptions for CNG, electric and BS-VI emission vehicles.
The measures will also apply to buses arriving from other states. Interstate diesel buses below the BS-VI emission standard will not be allowed to enter Delhi. The provision places the responsibility on bus operators and transport authorities to ensure that vehicles meet the applicable emission requirements before entering the capital.
Goods vehicles that do not have Delhi as their destination have been advised to avoid entering the city. The traffic police has directed truck operators to use the Eastern Peripheral Expressway, Western Peripheral Expressway or other alternative routes when their vehicles do not need to enter Delhi. This is intended to keep through-traffic outside the capital during the period covered by the restrictions.
The advisory also states that tractors and jugaad vehicles will not be permitted to enter Delhi under the applicable restrictions. The provisions therefore cover not only conventional commercial vehicles but also categories of vehicles that may not meet the emission and road-use requirements specified under the restrictions.
For vehicle owners and operators, the immediate operational requirement is to carry a valid PUCC and confirm that the vehicle’s emission category is permitted before travelling towards Delhi. The restrictions may also affect interstate bus routes, freight movement and deliveries involving vehicles that do not qualify for the listed exemptions.
The Delhi Traffic Police has provided a 24-hour traffic helpline at 011-25844444 and 1095. Immediate police assistance is available through 112. The advisory also lists 14547 for sharing information about anti-terrorist activities. The restrictions are scheduled to remain in force until January 31, 2027, unless modified under the applicable GRAP provisions.
