Mumbai Airport Terminal 1 will be redeveloped under a phased plan that could temporarily shift five million international passengers a year from Chhatrapati Shivaji Maharaj International Airport to Navi Mumbai International Airport and other facilities during the Northern Summer 2027 season. Mumbai International Airport Ltd has asked airlines to submit their transition plans by November 3, 2026.
The proposal was discussed at a meeting between MIAL and the Airline Operators Committee on Wednesday as part of preparations for the dual-airport strategy covering the Mumbai Metropolitan Region. The plan is intended to allow the demolition and redevelopment of Terminal 1 while limiting disruption to passengers and airport operations.
According to MIAL, IndiGo, Air India and Akasa Air have finalised plans to move their international services to Navi Mumbai International Airport. Together, those services account for about three million passengers per annum. To reach the overall transition target of five million passengers annually, MIAL has proposed temporarily moving the remaining traffic out of Terminal 2 at CSMIA during the NS27 season.
CSMIA currently has capacity for around 55 million passengers per annum. MIAL said the proposed temporary transition would leave approximately 91 per cent of the airport’s current traffic unaffected. The operator also said that CSMIA’s total capacity is expected to rise to 65 million passengers per annum after the redevelopment of Terminals 1 and 2.
MIAL said the Terminal 1 redevelopment had been delayed by more than nine years and reiterated that demolition was necessary. The operator cited structural audit reports prepared by Structwel in 2017 and IIT Bombay in 2024, which it said highlighted the urgency of the redevelopment. MIAL has also shared its vision plan for the rebuilt terminal.
The airport operator said the temporary reduction in traffic caused by the demolition of Terminal 1 had already been factored into the approved tariff order following consultations with stakeholders. It said the transition would prioritise passenger safety and reduce operational disruption during construction.
MIAL has asked airline operators to provide their transition plans by November 3 so that the proposed movement of five million international passengers can be finalised. The operator also assured airlines that the traffic shifted temporarily would return to CSMIA after the expansion of Terminal 1 is completed.
