The Delhi chief electoral officer has clarified that notices issued to voters during the ongoing Special Intensive Revision of electoral rolls do not mean their names will be deleted, as the capital prepares its final roll for publication on November 4.
The CEO office said no elector’s name can be removed without giving the person an opportunity to be heard and passing a proper, speaking and appealable order. The clarification followed reports in print and on social media about notices being issued to VIPs and other electors during the revision exercise.
According to the office, the draft electoral roll was prepared using information submitted by electors through Enumeration Forms to Booth Level Officers. The draft was published on August 31 and is available on the Chief Electoral Officer Delhi website, at the offices of Electoral Registration Officers and Assistant Electoral Registration Officers, and at designated polling station locations.
The notices are being issued to electors who could not be linked with the electoral roll from the last intensive revision, as well as to those whose records show what the CEO office described as “logical discrepancies” in the linking process. The office said the notices are system-generated and are being issued through ECINET to correct voter data.
“All stakeholders are hereby informed that issue of Notice does not mean that their names will be deleted from the electoral rolls of NCT of Delhi,” the CEO office said. It also rejected reports of an “existential crisis” arising from the notices.
Electors who receive notices can submit replies and supporting documents to the concerned Electoral Registration Officer or Booth Level Officer. The CEO office said the list of documents prescribed by the Election Commission of India is “only Indicative not exhaustive”. Electoral Registration Officers, acting as statutory authorities, will take decisions on individual cases after considering the documents available and the report of the Booth Level Officer.
The CEO office has published the list of electors who received notices on the websites of the Chief Electoral Officer Delhi, District Election Officers and Voter Centres. Citizens have been advised to check their names in the draft roll and submit Form-6, along with the prescribed declaration and supporting documents, if their names are missing.
The latest daily bulletin said Delhi received 84,263 Form-6 applications between August 31 and September 19, in addition to 2,12,400 applications received up to August 30. Form-6 is used to apply for inclusion in the electoral roll. During the same period, the authorities received 174 Form-6A applications, 1,396 Form-7 applications and 29,705 Form-8 applications. Form-8 is used for shifting an address or modifying an existing electoral entry.
New applicants who turn 18 on or before October 1, 2026, can apply through Form-6. Claims and objections received by September 30 are scheduled to be disposed of by October 29. The CEO office has scheduled special camps at all polling station locations on September 20 and 27, while the final electoral roll is due to be published on November 4.
