New Noida land acquisition preparations have moved into implementation, with five lekhpals appointed to speed up the process and special information camps planned across 31 villages in the first phase of the project. The Noida Authority is collecting land and ownership details from farmers and other landholders as it prepares to develop the Delhi-Noida-Ghaziabad Investment Region, or New Noida, in stages.
According to Noida Authority CEO Krishna Karunesh, the development will follow a work-circle model similar to the system used by the Noida Authority. Two work circles will be established during the first phase, with the wider development eventually managed through these administrative units. The work circles and sectors will be organised according to the sequence in which land acquisition is completed.
The village whose land is acquired first will be declared Sector 1, the CEO said. Subsequent sectors, including Sector 2 and Sector 3, will be designated in the same order. The arrangement is intended to link the progress of land acquisition with the geographical sequencing of sector development and work-circle administration.
The authority has already appointed five lekhpals for the land-acquisition process, while the appointment of additional lekhpals is under way. The officials will support the remaining acquisition-related work, including the collection and examination of land records and ownership information. Farmers from the New Noida area have also begun visiting the authority office to seek information about the proposed purchase process, compensation rates and the allocation of population plots.
Special camps will be held in the 31 villages included in the first phase. The camps will explain the land-purchase procedure to farmers and landholders and collect documents related to land ownership. The authority has not yet begun the proposed compensation process under the stated framework because the relevant arrangements are awaiting government approval.
The compensation and rehabilitation-related benefits are planned to vary by development phase. For Phases 1 and 2, the purchase compensation rates and the benefit of a six per cent population plot are proposed on the standards followed by the Greater Noida Authority. For Phases 3 and 4, the compensation rates and a seven per cent population plot benefit are proposed according to the standards of the Yamuna Expressway Industrial Development Authority. The process is expected to begin after approval from the state government.
The New Noida master plan covers 209.11 square kilometres, or 20,911.29 hectares, and is divided into four development phases. The first phase, scheduled for 2023-2027, covers 3,165 hectares. The second phase, planned for 2027-2032, covers 3,798 hectares, followed by 5,908 hectares in the 2032-2037 third phase and 8,230 hectares in the 2037-2041 fourth phase.
The authority said preparations have been accelerated because the deadline for the first phase is approaching. It has also stated that any construction carried out after the prescribed period following notification will be treated as illegal. The next formal steps are the village-level information camps, continued staffing for acquisition work and government approval of the proposed compensation and population-plot arrangements.
