Mumbai’s seven reservoirs are nearly full, but the city’s 10% water cut is set to continue until at least the end of September. As of September 9, the lakes held about 13.95 lakh million litres against a combined capacity of 14.47 lakh million litres, or roughly 96%. Yet the Brihanmumbai Municipal Corporation has not restored normal supply. The decision reveals a central weakness in the way urban water security is understood: storage is essential, but it is only one part of a much larger supply system.
The immediate issue is whether the BMC has enough confidence in the remaining water buffer to lift restrictions. Additional municipal commissioner Vipin Sharma said the civic body would continue monitoring lake levels through September before reviewing the situation at the end of the month. Forecasts suggesting limited rainfall for the rest of September have made the administration cautious about assuming that the remaining four per cent of reservoir capacity will be filled quickly.
That caution is rooted in the timing of the water cut. The restriction was imposed on May 15, when the seven lakes held only about 23.5% of their combined capacity. Summer demand was still ahead, and the monsoon had not yet replenished the reservoirs. Reducing consumption was therefore intended to stretch the available stock and protect the city against the risk of running short before the rains improved the situation.
The water balance has changed dramatically since then, but the administrative logic has not changed at the same speed. A municipal authority responsible for supplying millions of people cannot respond only to the latest reservoir reading. It must also consider the amount of rainfall still expected, the length of the dry period ahead and the consequences of reducing the reserve too quickly. On September 8, the lakes were at approximately 96.41% of capacity. That was below the corresponding levels in 2025 and 2024, when they stood at about 97.23% and 97.75% respectively. The difference is relatively small, but it illustrates why a headline percentage does not provide the entire operating picture.

Together, they can hold around 14.47 lakh million litres. At current levels, the stock is only a little over half a lakh million litres below maximum capacity. The BMC supplies approximately 3,850 million litres of water a day, while the city’s estimated requirement is around 4,300 million litres per day. The resulting gap of roughly 450 MLD is significant. It means that even when the reservoirs are full, the system is already operating below estimated demand. Storage can provide time and resilience, but it cannot by itself eliminate a structural mismatch between supply and requirement.
That distinction matters because water moves through a chain of infrastructure before it reaches a household. It must be drawn from reservoirs, treated, transported through trunk infrastructure, distributed through local pipelines and delivered at adequate pressure. Leakage, damaged sections, ageing pipes, uneven pressure and local failures can interrupt that chain at multiple points. A city may therefore possess sufficient water in storage while residents experience unreliable or poor-quality supply.

For households facing those conditions, the fact that reservoirs are 96% full does not resolve the practical question of whether water arrives reliably and safely at the tap.
The BMC’s mapping of Mumbai’s roughly 6,500-kilometre water pipeline network is consequently more important than its technical profile might suggest. According to Sharma, the exercise is under way and is intended to identify stretches requiring replacement. A better understanding of the network could help the civic body locate weak points and plan upgrades, although the source material does not establish the timetable, cost or implementation scale of the proposed replacements.
This is the less visible side of water security. Reservoir construction attracts attention because it creates a measurable stock of water. Distribution maintenance is more fragmented and disruptive. But without that work, additional water sources may increase the amount available to the city without guaranteeing better service to residents.
The continuing water cut has also raised questions about how restrictions are applied. BJP corporator Shivkumar Jha questioned the decision, arguing that Mumbai was approaching a period of heightened public activity and scrutiny around the Ganesh festival. Standing committee chairperson Prabhakar Shinde said full household and essential-user supply should take priority. BJP leader Pravin Darekar proposed withdrawing the residential cut while retaining restrictions on commercial consumption.
Congress corporator Ajanta Yadav suggested cleaning and desilting wells for non-potable uses. The proposals differ, but the disagreement exposes an important governance question: should a citywide restriction remain in place after storage has substantially recovered, or should the administration apply more targeted controls according to use, location and priority?
