The Brihanmumbai Municipal Corporation has made registration and digital tracking mandatory for vehicles transporting construction and demolition waste in Mumbai, giving developers, contractors, government agencies, transporters and other concerned stakeholders 15 days to comply with the Mumbai Debris Control and Tracking System.
The directive applies to entities generating, transporting, processing, recycling, unloading or using construction and demolition waste for backfilling. According to the civic body’s public notice, stakeholders must register their projects and transport vehicles on the MDCTS portal within 15 days of the notice’s publication.
They must also submit the prescribed construction and demolition waste management plan, segregate excavation material from other debris and use only registered and authorised transporters. The requirements cover private, government, semi-government and infrastructure projects operating within the city.
The BMC has additionally made it compulsory for every vehicle carrying construction and demolition waste or excavation material to have an active Vehicle Tracking and Monitoring System. The tracking equipment must be supplied by a provider empanelled by the civic body.
Waste vehicles will be required to transport debris only to authorised processing, recycling, unloading or backfilling destinations. Vehicles carrying debris must also be properly covered to prevent material from spilling onto roads and to reduce dust pollution during transit.
The civic body has prescribed a penalty of Rs 25,000 per vehicle per instance for transporting construction and demolition waste without valid MDCTS registration or an approved active tracking system. The BMC said illegal dumping, unauthorised transportation or disposal could also result in stopwork action, suspension of permissions, action against bank guarantees and other proceedings under applicable laws, including the Solid Waste Management Byelaws, 2025.
The enforcement system is intended to create an end-to-end digital record for each load of debris, from the location where it is generated to its authorised destination. The BMC said this would improve accountability and help prevent illegal dumping and dust pollution across Mumbai.
The civic body will conduct ward-level field verification and enforcement drives to bring projects and transport operators under the common monitoring framework. These drives will cover private and public agencies, as well as facilities involved in processing, recycling, unloading and backfilling construction and demolition waste.
The immediate compliance deadline for the affected stakeholders is 15 days from the publication of the public notice. Enforcement will proceed through registration checks, vehicle-tracking verification and ward-level inspections.
