The Brihanmumbai Municipal Corporation has made registration and digital tracking mandatory for vehicles transporting construction and demolition waste in Mumbai, giving generators, developers, contractors, government agencies, transporters and waste-processing facilities 15 days to comply with the Mumbai Debris Control & Tracking System, or MDCTS.
The requirements were set out in a public notice issued by the civic body. They apply to stakeholders involved in generating, transporting, processing, recycling, unloading or backfilling construction and demolition waste, as well as excavation material.
Under the notice, concerned stakeholders must register their projects and transport vehicles on the MDCTS portal. They must also submit the prescribed construction and demolition waste management plan, keep excavation material separate from other construction and demolition waste, and use only registered and authorised transporters.
Every vehicle carrying construction and demolition waste or excavation material must be fitted with an active Vehicle Tracking and Monitoring System, or VTMS, supplied by a BMC-empanelled provider. The civic body has also directed that debris be transported only to authorised processing, recycling, unloading or backfilling destinations. Vehicles carrying the material must be properly covered to prevent spillage and dust pollution during transit.
Vehicles found operating without valid MDCTS registration or an approved active VTMS will face a penalty of Rs 25,000 per vehicle per instance under the Solid Waste Management Byelaws 2025, according to the BMC. Illegal dumping, unauthorised transportation or disposal may also result in stop-work action, suspension of permissions, action against bank guarantees and other proceedings under applicable laws.
The BMC said it would conduct ward-level field verification and enforcement drives covering private, government, semi-government and infrastructure projects. The stated objective is to bring these activities under a common monitoring framework and create an end-to-end digital trail for each load of debris, from its point of generation to its authorised destination.
Construction and demolition waste is generated through building construction, renovation, excavation and demolition activity. The new requirements place responsibility across the disposal chain rather than only on the vehicle operator. Project owners and contractors will have to ensure that their plans, vehicles, transporters and receiving facilities meet the civic body’s registration and authorisation requirements.
The BMC said the tracking system would improve accountability, prevent illegal dumping and reduce dust pollution across Mumbai. The ward-wise verification drives are the next enforcement step after the 15-day registration period announced in the public notice.
