Indian Railways Targets Busiest Routes For More Capacity

India’s busiest railway corridors are set for a major capacity push, with Indian Railways working towards four-tracking nearly 11,000 km across seven high-density routes. The network carries about 41% of the country’s railway traffic despite accounting for only 16% of its route length. For cities such as Chennai and Mumbai, the expansion could reshape passenger connectivity, freight movement and regional logistics. The seven identified corridors connect Delhi, Mumbai, Chennai, Howrah and Guwahati, linking some of the country’s largest population centres and economic markets. They include Delhi–Howrah, Howrah–Chennai, Chennai–Mumbai, Mumbai–Delhi, Delhi–Chennai, Mumbai–Howrah and Delhi–Guwahati. The scale reflects where railway capacity is under the greatest pressure rather than an attempt to expand tracks uniformly across the national network.

For Chennai, three of these corridors are particularly significant. The Howrah–Chennai route spans roughly 1,653 km, while Delhi–Chennai covers about 2,174 km and Chennai–Mumbai about 1,289 km. Capacity constraints are already visible on parts of the eastern corridor. A 90-km Gummidipoondi–Gudur section, for example, has received approval for third and fourth lines, with projected utilisation on the existing double-line section reaching 131%. The economic case extends beyond adding passenger services. More tracks can allow freight and passenger trains to be scheduled with fewer conflicts, potentially improving reliability for manufacturers, agricultural producers and distribution networks. Railway officials have also highlighted the cost advantage of rail freight, citing an average cost of around ₹1.6 per tonne-km compared with ₹3.6 for road transport.

That shift matters for cities because freight efficiency increasingly affects the cost and resilience of urban economies. Better rail capacity can reduce dependence on long-distance road haulage, while strengthening links between ports, industrial centres and consumption markets. Rail also generally produces lower emissions per unit of freight than road transport, giving additional capacity a potential climate benefit when it substitutes for road movement rather than simply generating new traffic. The expansion is being paired with safety upgrades on parts of the same high-density system. Kavach 4.0, an automatic train protection technology, had been commissioned across 2,490 route km on the Delhi–Mumbai and Delhi–Howrah corridors by July 13. The upgraded system improves train-location accuracy, signalling information and integration with electronic interlocking.

The next challenge is delivery. Much of the 11,000-km strategy comprises a mix of existing four-line stretches, sanctioned projects and sections still undergoing detailed appraisal. For passengers and businesses, the value of railway four tracking will ultimately depend on whether construction keeps pace with demand while managing land, environmental and neighbourhood impacts responsibly.
