Hyderabad: Telangana has initiated a large-scale bio-mining programme to reclaim municipal dumpsites across 13 urban local bodies (ULBs), marking a significant step towards sustainable waste management and land restoration. The initiative aims to scientifically process decades of accumulated legacy waste, recover valuable materials through recycling and return reclaimed land for future public use, supporting cleaner and more resilient urban development.
Led by the Commissioner and Director of Municipal Administration (CDMA), the programme will process nearly 78,000 tonnes of legacy municipal waste in accordance with the Solid Waste Management Rules, 2016 and the Central Pollution Control Board’s guidelines for legacy waste remediation. The selected ULBs include Moinabad and Chevella in Rangareddy district; Jinnaram, Indresham, Kohir, Isnapur, Gummadidala and Gaddapotharam in Sangareddy district; Aswaraopeta in Bhadradri Kothagudem; Edulapuram and Kalluru in Khammam district; Kesamudram in Mahbubabad district; and Bichkunda in Kamareddy district. The Telangana bio-mining project will be implemented under the Design, Build, Finance, Operate and Transfer (DBFOT) model through specialised agencies selected in two implementation packages. Authorities have set a four-month timeline for completion, including one month for establishing processing facilities and three months for scientific remediation of the waste.
Bio-mining involves excavating old waste deposits, separating recyclable materials, processing reusable fractions and safely disposing of residual waste. Once remediation is complete, the reclaimed land will be handed back to the respective urban local bodies for future civic or public infrastructure projects. Environmental safeguards form a key component of the initiative. Agencies executing the project will be required to install temporary processing infrastructure, deploy specialised machinery and implement strict measures to control dust emissions, odour, leachate, fire risks and pest infestations during operations. Regular monitoring of groundwater, ambient air quality and workplace conditions will also be undertaken through NABL-accredited laboratories to ensure compliance with environmental regulations. Urban planning experts say reclaiming legacy dumpsites offers multiple long-term benefits beyond waste management. Restored land can reduce pressure on expanding cities by creating opportunities for parks, community facilities, public utilities or other civic infrastructure. Bio-mining also helps minimise environmental risks associated with ageing landfills, including groundwater contamination and methane emissions, contributing to climate-resilient urban development.
As Telangana’s urban centres continue to grow, sustainable waste management is becoming increasingly important for maintaining public health and improving the quality of urban life. The Telangana bio-mining project reflects a broader shift towards circular economy practices, where recovering recyclable materials and restoring degraded land are viewed as essential components of modern urban governance. If completed within schedule, the programme could provide a scalable model for other municipalities seeking to eliminate legacy waste while creating cleaner, safer and more productive urban environments.
