Kolkata is preparing for a significant expansion of its river-based transport network after the West Bengal government confirmed plans to introduce a Water Metro system alongside a wider maritime infrastructure programme. The initiative, linked to the Centre’s Sagarmala 2 framework, aims to strengthen urban mobility, modernise waterfront infrastructure and improve regional connectivity, with long-term implications for commuters, logistics and coastal economies.
Officials indicated that project proposals valued at around ₹22,700 crore are being prepared over the next five years, covering coastal infrastructure, fisheries, island development and river transport. The proposed Water Metro would place Kolkata among Indian cities adopting organised inland water-based public transport, building on the city’s extensive network of rivers and ferry routes.Urban planners believe that integrating waterways into the wider public transport system could help reduce dependence on congested roads while providing commuters with additional travel options across the Hooghly River. However, experts note that success will depend on seamless integration with metro rail, buses and existing ferry services rather than creating a parallel transport network.The programme also includes plans to develop dozens of new jetties, upgrade riverfront infrastructure and improve port-linked facilities. Authorities have additionally outlined measures to improve governance around port operations, including stronger coordination between agencies responsible for security and civic management. Plans for riverfront improvements at selected ghats and the proposal for a dedicated state shipping department indicate a broader effort to modernise maritime administration alongside physical infrastructure.Separately, the government is examining alternatives for a proposed deep-sea port after reassessing the earlier location. Officials have identified another site with substantial land availability, signalling that port expansion remains part of the state’s longer-term economic strategy. Industry observers say improved port capacity, when combined with better inland connectivity, could strengthen eastern India’s logistics network and support manufacturing and trade.For residents, the proposed Water Metro represents more than another transport project. If delivered with reliable services, clean-energy vessels and accessible interchange facilities, it could ease commuting pressure while making better use of Kolkata’s historic waterways.
