Maharashtra Floating Solar Project Advances Clean Energy
The state has initiated the process of identifying private sector partners for a proposed Floating Solar Project integrated with battery energy storage on the Veer Reservoir in Satara district, signalling a renewed push towards clean energy infrastructure through public-private collaboration. The Expression of Interest (EOI) marks the first stage of market engagement and is intended to assess industry capability before the project moves to competitive bidding. Issued by the Maharashtra Krishna Valley Development Corporation (MKVDC), the EOI invites renewable energy developers, infrastructure firms, engineering contractors, investors and eligible consortiums to participate in the preliminary selection process. The proposed development will combine floating solar photovoltaic generation with a Battery Energy Storage System (BESS), enabling renewable electricity to be stored and supplied more reliably when solar generation declines.
Unlike conventional land-based solar parks, the Floating Solar Project will be located on the surface of the Veer Reservoir in Satara district. Energy experts note that floating solar systems reduce pressure on agricultural and developable land while limiting water evaporation from reservoirs. The combination of floating solar panels and battery storage is increasingly viewed as an effective approach to improving renewable energy reliability and strengthening grid stability. Authorities have clarified that the current exercise is not a tender for project execution but a market-sounding initiative designed to understand technical expertise, financing capacity and delivery models available within the renewable energy sector. Based on responses received, the state is expected to formulate a future Request for Qualification (RFQ) or Request for Proposal (RFP) for competitive project allocation under the Public-Private Partnership (PPP) framework. The eligibility framework has been structured to attract experienced developers with proven expertise in floating solar, battery storage or comparable energy infrastructure projects.
Prospective participants must demonstrate previous experience in renewable energy development and operations, maintain prescribed financial capacity and establish a Special Purpose Vehicle if selected for future project implementation. Consortium participation has also been permitted, recognising the multidisciplinary expertise required for integrated renewable infrastructure. Energy analysts believe battery storage will become increasingly important as India’s renewable energy capacity expands. While solar generation is inherently variable, BESS technology enables excess daytime electricity to be stored and dispatched during evening demand peaks, improving grid flexibility and reducing dependence on fossil fuel-based balancing power. Such hybrid projects are expected to play a critical role in supporting Maharashtra’s long-term energy transition. Floating solar also aligns with broader sustainability objectives by utilising existing water bodies rather than requiring extensive land acquisition. However, environmental experts emphasise that project planning should incorporate detailed ecological assessments, water quality monitoring and biodiversity safeguards to ensure renewable infrastructure coexists responsibly with reservoir ecosystems and surrounding communities.
With the EOI process scheduled to conclude later this month, the project represents another step in Maharashtra’s strategy to diversify renewable energy investments while encouraging private sector participation. If advanced through subsequent bidding stages, the Floating Solar Project could contribute to cleaner electricity generation, improved energy resilience and more efficient use of existing water infrastructure as the state accelerates its low-carbon development pathway.
