Mumbai’s suburban rail network could undergo a significant transformation as authorities initiate a technical assessment for an underground rail corridor linking Churchgate and Mumbai Central, with the possibility of extending the alignment to Prabhadevi. The study marks an important step towards addressing long-standing capacity constraints in one of India’s busiest urban transport systems, where limited land availability has complicated conventional rail expansion. Railway authorities have authorised a Final Location Survey (FLS) to evaluate the engineering feasibility, alignment options and operational viability of the proposed underground connection. The assessment will determine whether tunnelling can provide a practical alternative to expanding surface infrastructure through densely built neighbourhoods in South Mumbai, where acquiring land has become increasingly expensive and legally complex.

The proposal comes at a time when Mumbai’s suburban rail network continues to experience mounting passenger demand, while existing corridors operate close to saturation during peak hours. Urban mobility specialists have consistently argued that accommodating future growth will require a combination of infrastructure modernisation, multimodal integration and innovative engineering solutions rather than relying solely on additional surface tracks. The feasibility exercise will also examine whether the underground corridor could reduce dependence on the proposed sixth railway line between Mumbai Central and Mahim, a project that has faced prolonged delays because of land acquisition and legal hurdles. While work on the fifth railway line is nearing completion, progress on the sixth corridor has highlighted the practical limitations of expanding railway infrastructure within a fully developed metropolitan landscape.

Industry experts note that underground railway construction typically involves higher upfront capital costs than elevated or surface alignments. However, in mature urban centres with limited development space, tunnelling often offers long-term operational advantages by reducing displacement, minimising disruptions to existing neighbourhoods and preserving valuable urban land for other public purposes. Such investments can also support more sustainable city planning by encouraging greater use of public transport while limiting pressure for road expansion. The proposed study also aligns with wider efforts to modernise Mumbai’s rail infrastructure. Parallel initiatives are underway to upgrade major intercity corridors through improved signalling systems, track strengthening and advanced safety technologies capable of supporting faster train operations. These improvements are intended to enhance network efficiency, reduce travel times and improve operational resilience across western India’s busiest rail routes.

Urban planners believe the findings of the survey could influence future transport planning across the Mumbai Metropolitan Region, where growing populations, expanding commercial districts and climate-related pressures are increasing the need for reliable, high-capacity public transport. If the underground corridor proves technically and economically viable, it could become part of a broader strategy to build a more resilient, space-efficient and sustainable mobility network capable of supporting Mumbai’s long-term urban and economic growth.
