Nagpur PDKV Land Row Exposes Civic Governance Gaps

Questions are intensifying in Nagpur over how commercial establishments operating on disputed agricultural university land continue to receive electricity and water connections despite decades of encroachment complaints, exposing wider concerns around urban governance, land regulation and environmental planning in the city. 

The controversy centres around land owned by Dr Panjabrao Deshmukh Krishi Vidyapeeth (PDKV) in the Bajaj Nagar and East Shankar Nagar areas, where large portions of university property have gradually transformed into dense residential and commercial pockets over several decades. Civic activists and local residents are now questioning how utility services remain active in areas where land ownership disputes and allegations of unauthorised occupation are already part of ongoing legal proceedings. Officials linked to utility departments have indicated that many electricity and water connections were issued years ago under older documentation systems, making present-day verification difficult. However, urban planners argue that the continued regularisation of services on disputed land reflects a deeper institutional problem in rapidly expanding Indian cities, where fragmented governance often allows encroachments to evolve into semi-permanent urban settlements. The Nagpur PDKV land issue has gained renewed attention following multiple public interest litigations and court observations concerning land use, environmental protection and unauthorised commercial activity in the area. Legal records show repeated concerns over the diversion of land originally intended for agricultural education and research into commercial uses including eateries, garages and event spaces. Environmental experts say the dispute extends beyond ownership conflicts. PDKV’s open land parcels are widely regarded as some of Nagpur’s remaining urban green buffers, playing an important ecological role in temperature regulation, groundwater recharge and biodiversity protection. Court filings and environmental submissions have repeatedly described these areas as critical “green lungs” for a city experiencing rapid real estate expansion and increasing heat stress. 

Concerns have also emerged around infrastructure strain and environmental violations linked to unchecked construction in the locality. Separate investigations in East Shankar Nagar recently highlighted illegal structures over natural drainage channels, raising fears of flooding, sanitation breakdown and reduced stormwater capacity during monsoon periods. Urban development researchers note that Nagpur’s expansion over the past decade has accelerated land-use conflicts across peri-urban and institutional zones. As infrastructure corridors, commercial activity and rising land values reshape the city, enforcement agencies are increasingly struggling to balance development pressures with ecological safeguards and legal compliance.The Nagpur PDKV land dispute also reflects a larger policy dilemma confronting Indian cities: whether public land reserved for environmental, educational or civic purposes can withstand mounting urbanisation pressures without stronger governance mechanisms.Residents in nearby neighbourhoods have repeatedly raised concerns over congestion, noise, waste disposal and declining liveability linked to unregulated commercial activity in the area. Meanwhile, municipal and enforcement authorities continue to face criticism over inconsistent action and overlapping jurisdictional responsibilities. 

Urban planners say future action must go beyond isolated demolition drives or legal disputes. They argue that Nagpur requires a transparent urban land governance framework integrating environmental preservation, utility regulation and long-term public interest planning.For the city, the issue is becoming more than a dispute over encroachments. It is increasingly a test of whether rapidly growing urban centres can protect critical green spaces while ensuring accountable and climate-resilient development.
