BMC clears ₹1,050 crore budget with sanitation focus

The Bhubaneswar Municipal Corporation (BMC) on Wednesday approved a ₹1,050 crore budget for the 2026–27 financial year, placing strong emphasis on public infrastructure and sanitation to enhance urban livability in the State capital. The budget, cleared during a special session chaired by Mayor Sulochana Das, marks an increase of ₹37 crore over the previous fiscal’s outlay of ₹1,013 crore. Describing it as “people-centric, inclusive and comprehensive,” the mayor said the financial plan aims to support Bhubaneswar’s transformation into a clean, green, healthy and environmentally sustainable city.

For 2026–27, the civic body has set an own-revenue collection target of ₹300 crore, while expecting ₹750 crore in grants from the State and Central governments. Of this, ₹132 crore is projected from holding tax alone, with additional revenue streams including trade licences, advertisements and other municipal taxes.Infrastructure development accounts for a significant allocation of ₹294 crore. This includes ₹75 crore for drainage construction, ₹90 crore for new roads, ₹55 crore for electrification and street-light installation, and ₹15.75 crore for crematorium development. Funds have also been earmarked for market upgrades and city beautification initiatives.

Sanitation has received one of the largest allocations in the budget. Over ₹230 crore will be spent on waste management, cleanliness and civic services. Within this, ₹182 crore has been specifically provisioned for sanitation activities, ₹24.61 crore for bio-mining of legacy waste, and ₹10 crore for the development of waste management centres. Officials said the focus aligns with the city’s long-term sustainability and environmental goals. The civic body has also allocated ₹639.41 crore for administrative and ancillary expenses, with ₹132.19 crore earmarked for salaries and pensions.

Urban development experts note that sustained investment in drainage, waste processing and basic infrastructure is crucial for fast-growing cities like Bhubaneswar, particularly in addressing urban flooding risks and improving public health standards. With the new fiscal roadmap, BMC aims to balance infrastructure expansion with financial prudence, while strengthening core municipal services across the city.
