YEIDA Takes Action on Incomplete Jaypee Housing Projects

the Yamuna Expressway Industrial Development Authority (YEIDA) has formed a four-member committee to oversee the completion of pending housing projects initiated by Jaypee Associates Limited (JAL).

This committee, which was established following an order by the Allahabad High Court, will be responsible for ensuring the timely and efficient completion of these stalled projects, bringing a sense of relief to approximately 4,600 stranded homebuyers. The committee is composed of key figures from the Uttar Pradesh government, the regulatory authority, and representatives from the homebuyers themselves.The committee’s first major task will be to issue a Request for Proposal (RFP) within three months, inviting developers to bid for the completion of the delayed projects. This move is seen as a much-needed step towards resolving the ongoing issues and ensuring that homebuyers receive possession of their properties at the original prices, without incurring any additional costs. The YEIDA CEO confirmed that the authority would adhere strictly to the court’s directives and will ensure that there are no extra charges for homebuyers.

The saga behind the stalled Jaypee projects dates back to 2008, when YEIDA initially allotted 1,000 hectares of land to Jaypee Associates for the development of a sports-centric zone along the Yamuna Expressway. The project was supposed to include the Formula One Buddh International Circuit and surrounding developments. However, in the years that followed, Jaypee Associates failed to meet the development obligations, which led YEIDA to initiate a cancellation of the land allotment in 2020. This prompted Jaypee to challenge the decision in court, resulting in a protracted legal battle that culminated in the latest ruling from the Allahabad High Court. According to YEIDA officials, Jaypee Associates, despite claiming to have invested significant sums into the project, had completed only 5.5% of the required development area by 2017. This significant shortfall in progress led YEIDA to take legal action.

Many homebuyers, who had booked flats as far back as 2011 and were promised possession by 2014, have already paid up to 95% of the cost of their properties. As a result, the delay has caused substantial financial strain and emotional distress for thousands of families who are still waiting for their homes.The High Court has now set clear timelines for the completion of these projects. Developments that are 75% complete must be finished within a year, while projects that are 50% complete should be finalised within 18 months. For those that are 25% complete, the deadline is set at 30 months, and the remaining developments must be concluded within 36 months. In a further bid to protect the interests of homebuyers, the court has declared the period between February 2020 and the present as a “zero period,” during which no interest or penalties will be levied on outstanding payments.

In response to the current challenges, YEIDA will appoint a nodal officer to manage outstanding payments and ensure that sufficient funds are allocated for the construction. Homebuyers will also have the option to seek refunds, as part of a comprehensive exit policy to be developed by the monitoring committee. A key aspect of the strategy will be the resolution of financial issues that have plagued the projects, with YEIDA committed to bringing in the necessary resources for the completion of all pending developments.
These affected projects include residential schemes such as Jaypee Greens Bougainvilleas, Country Homes, and Greencrest Homes, as well as commercial developments like Krowns, Kove, and Sportsville.

The completion of these projects will not only provide relief to homeowners but will also contribute to the urban development of the region, which is an essential part of the broader infrastructural growth around the Yamuna Expressway.
The formation of the committee and the subsequent steps to complete these projects signal a renewed commitment from YEIDA to address the long-standing issues faced by homebuyers and to ensure that the developments along the Yamuna Expressway move forward as originally planned. For the thousands of individuals who have invested their hard-earned money into these homes, this intervention offers hope for a long-awaited resolution and the eventual delivery of their dream homes.
