The Maharashtra Pollution Control Board (MPCB) is set to conduct independent inspections of demolition sites operated by the Thane Municipal Corporation (TMC), following allegations that the civic body has overlooked mandatory air pollution controls. Notices will be issued if violations are confirmed, signalling increased regulatory scrutiny on urban construction and demolition practices in the city.
Sources familiar with the matter said recent demolition activity in Diva and Shil raised concerns. Observers reported that TMC failed to install green curtains or conduct water spraying, allowing dust to spread into nearby residential areas. Such lapses come at a time when winter temperatures exacerbate particulate pollution, directly impacting public health. An official from the MPCB emphasised that inspections will focus on adherence to dust-control measures, including proper covering of debris, regulated vehicle movement, and onsite mitigation practices. “These steps are critical for maintaining urban air quality and protecting residents from avoidable respiratory risks,” the official said.
TMC’s own pollution control department has previously instructed builders and contractors to comply with mitigation protocols, issuing 73 notices and recovering fines between January and November this year. Officials noted that seasonal fluctuations in weather and rising pollution levels require continuous monitoring, particularly in areas with dense construction and demolition activity. Industry experts observed that lapses by civic authorities not only risk fines but also erode public trust. “When the body responsible for enforcing norms itself fails compliance, it undermines regulatory frameworks and discourages private developers from adhering to environmental measures,” a senior urban planner said.
The MPCB’s move to independently inspect sites represents a shift towards more transparent enforcement. Officials have indicated that these inspections will be conducted regularly, and any non-compliance will be addressed promptly to prevent further deterioration of air quality. Residents welcomed the announcement, citing chronic dust exposure and respiratory complaints near demolition zones. “Continuous monitoring and strict enforcement are long overdue,” a local community representative said.
