Telangana to Develop Half of State Roads Using Hybrid Annuity Model for Enhanced Connectivity

Telangana is set to transform its road infrastructure, with the state government announcing that 50 percent of all new roads will be constructed under the Hybrid Annuity Model. This move, aligned with the guidelines of the National Highways Authority of India, is aimed at boosting connectivity between mandal and district headquarters. State Roads and Buildings Minister Komatireddy Venkat Reddy revealed the plan during a high-level review meeting in Hyderabad on July 9.

At the meeting, Komatireddy directed officials to fast-track the tendering process for HAM road projects. He emphasized that this model, which blends public and private investment, would enable quicker and more efficient road development across Telangana. The HAM model ensures the government provides 40 percent of the project cost during construction, while contractors finance the remaining 60 percent, to be recovered through annuity payments over time.

The minister highlighted that HAM roads will play a pivotal role in enhancing regional infrastructure. He also directed officials to pre-identify bridge locations to prevent construction-related accidents and delays. Komatireddy stressed the urgency of completing ongoing infrastructure projects, including six-lane highways from Madinaguda to Sangareddy under NH-65, as well as key buildings like TIMS and new collectorates.

Additionally, he announced plans to meet with Prime Minister Narendra Modi and Union Minister Nitin Gadkari to seek clearance for the southern segment of the Regional Ring Road project, following progress in the northern section’s tenders.

The meeting saw participation from senior officials including MLA Madan Mohan Rao, Special Chief Secretary Vikas Raj, and NHAI Regional Officer Krishna Prasad, indicating a united push towards rapid road infrastructure development.
