With Mumbai’s persistent slum challenges, the Maharashtra government has approved a groundbreaking initiative for the redevelopment of slums in Ramabai Ambedkar Nagar, Ghatkopar. This ambitious project, spanning 33.15 hectares, will be executed through an unprecedented joint venture between the Slum Rehabilitation Authority (SRA) and the Mumbai Metropolitan Region Development Authority (MMRDA).
This initiative marks the first instance where slum redevelopment in Mumbai will be managed as a collaborative effort between two major government agencies. The decision underscores a strategic shift in the approach to slum redevelopment, aimed at overcoming the limitations encountered in previous efforts. Under the terms of the agreement, the SRA will spearhead the initial phase, which includes conducting a comprehensive biometric survey of the slum dwellers, declaring the area under Section 3(c) of the Slum Act, and acquiring any necessary private land.
The SRA will also handle the issuance of essential permissions, such as letters of intent and construction approvals, and will manage any legal actions required against uncooperative slum residents. Once these preliminary steps are completed, the SRA will transfer the cleared land to the MMRDA. The MMRDA’s responsibilities will encompass finalising architectural plans and selecting contractors for the redevelopment. The authority will also be tasked with preparing a detailed feasibility report and project blueprint, ensuring the provision of transit camps or rental assistance for displaced residents, and overseeing the construction phase of the project.
An official from the housing department noted that this joint venture approach had been under consideration since September 2023. The state government’s move to involve additional government bodies in slum redevelopment aims to accelerate progress towards a slum-free Mumbai—a goal that has historically faced numerous challenges despite sustained efforts.
