In a pivotal move towards transforming Gujarat’s urban landscape, the state government has enlisted Singapore’s Surbana Jurong to develop the final three phases of the Sabarmati Riverfront project. This ambitious development is set to span across key locations, including Gandhinagar, the state capital, and Gujarat International Finance Tec (GIFT) City. The project is poised to enhance the riverfront’s utility and aesthetic appeal while providing much-needed green spaces in the region.
Surbana Jurong, a company owned by Singapore’s Temasek, will be responsible for preparing the master plan for the last three phases—covering an estimated 16.5 kilometres—from Narmada Main Canal to the Chiloda Bridge. This marks an important step in the completion of the Sabarmati Riverfront, which has already seen substantial development under earlier phases. The riverfront development project, originally initiated by the Gujarat government in 1997, has been implemented in stages, with Phase 1 and Phase 2 being designed by HCP Design Planning and Management Pvt Ltd. These phases have already transformed a section of Ahmedabad’s Sabarmati River, creating 204 hectares of reclaimed land that is now home to promenades, parks, and crucial infrastructure such as the iconic Atal Bridge.
When completed, the entire 38-kilometer stretch of the Sabarmati Riverfront will stretch across two districts—Ahmedabad and Gandhinagar. The project is a vital component of Gujarat’s long-term urban planning goals, with Phase 1 already serving as a bustling hub for both locals and tourists. Notable cultural, religious, and political events have been hosted along the riverfront, cementing its place as a prime venue for significant gatherings.
The appointment of Surbana Jurong brings a fresh perspective to the final phases of the riverfront, with the firm’s global experience in urban design and development. Known for projects such as the Han Cheng Ju Shui riverfront in China, Surbana Jurong’s involvement promises innovative, sustainable solutions to the final stages of the riverfront’s development. The upcoming phases are expected to elevate the riverfront’s functionality and aesthetic quality. One of the most exciting features of Phase 2, already underway, includes the construction of an “international park” that will highlight the green wealth of different countries. Other developments in this phase include a ferry service and water taxis, alongside an intricate series of promenades designed to enhance river views while incorporating sports modules and recreational facilities.
While the project aims to provide environmental and social benefits, it is also closely aligned with Gujarat’s green growth ambitions. The riverfront, with its expansive green spaces and enhanced public facilities, will create an environmentally friendly space that fosters community engagement while also contributing to sustainability goals. Currently, Phase 5, which extends towards GIFT City, is progressing under the supervision of the Gujarat irrigation department. The completion of key infrastructure, such as the diaphragm and retaining wall is expected to pave the way for Surbana Jurong to begin work on the next phases. Moreover, following the completion of the Indira Bridge, other local bodies, including the Gandhinagar Municipal Corporation (GMC) and the Gandhinagar Urban Development Authority (GUDA), will come on board to oversee and manage further developments.
Phase 2 of the project, which started after the COVID-19 pandemic, includes ambitious plans for improving the riverfront’s pedestrian pathways, offering cycle tracks, and increasing green cover with the planting of over 230,000 trees. These plans reflect the growing demand for eco-friendly, people-centric urban spaces that cater to diverse needs—whether recreational, cultural, or simply for a quiet walk by the river. The continued investment in Sabarmati’s transformation underscores Gujarat’s commitment to creating sustainable, equitable cities that prioritise green spaces, urban renewal, and the well-being of their residents. As the project progresses into its final stages, the Sabarmati Riverfront will likely become a model for future urban projects across India, balancing growth with environmental stewardship.
