The Sagarmala Programme, India’s flagship initiative for enhancing port infrastructure, continues to make significant strides with over 234 projects currently underway across the country.
With a combined investment of approximately Rs 2.91 lakh crores, these projects aim to modernise major ports, bolster maritime connectivity, and support the government’s vision for sustainable economic growth. Implemented through collaboration between Central Ministries, the Inland Waterways Authority of India (IWAI), Indian Railways, State Governments, and Major Ports, the programme reflects a comprehensive approach to port development. Out of the 234 projects, 103 worth Rs 32,634 crores have been successfully completed, while 56 projects, with an estimated cost of Rs 74,744 crores, are in the active phase of implementation.
The Sagarmala Scheme is not just about upgrading infrastructure but also about fostering a sustainable and resilient maritime ecosystem. Under this initiative, the Ministry provides financial assistance to State and Union Territory Governments for a variety of projects. These include port infrastructure development, coastal berths, road and rail connectivity, fishing harbours, skill development programmes, cruise terminals, and Ro-Pax ferry services, among others. To date, the Ministry has partially funded 119 projects under the Sagarmala Scheme, with an investment of Rs 9,407 crores. Among these, 72 projects have been completed, showcasing the scheme’s commitment to accelerating progress. Notably, in Andhra Pradesh alone, 12 projects, including key developments at Visakhapatnam Port Authority, are under partial funding, with seven already completed.
The modernisation efforts under Sagarmala are designed to address several key objectives: enhancing operational efficiency, reducing logistics costs, improving environmental sustainability, and boosting the overall competitiveness of Indian ports. The adoption of green technologies and eco-friendly practices is central to these goals, aligning with the broader agenda of zero net carbon emissions and sustainable urban development. For instance, new projects incorporate advanced technologies for energy efficiency, waste management, and reduced carbon footprints. The development of eco-friendly port infrastructure, such as solar-powered terminals, electric cargo handling equipment, and green logistics corridors, is set to revolutionise India’s maritime sector. Experts in maritime development highlight that these initiatives will significantly impact not just the coastal economies but also contribute to national economic growth by enhancing India’s maritime trade capabilities. With over 7,500 km of coastline, India’s ports play a critical role in facilitating trade, with the potential to become global logistics hubs.
Furthermore, the Sagarmala Programme integrates port development with coastal community welfare. Projects under the scheme include skill development initiatives aimed at empowering local populations, promoting inclusive economic growth, and supporting sustainable fishing practices. This holistic approach ensures that the benefits of port modernisation extend beyond infrastructure to socio-economic development. The Ministry of Ports, Shipping and Waterways, which oversees major ports in India, continues to coordinate with public and private stakeholders to expedite project implementation. Officials from the Ministry emphasise the importance of maintaining transparency, efficiency, and sustainability throughout the project lifecycle. In addition to the physical infrastructure, the scheme also promotes policy reforms to streamline maritime governance, reduce bureaucratic hurdles, and attract private investments. This regulatory support is crucial for creating an enabling environment for the development of world-class port facilities.
