The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the National Forensic Infrastructure Enhancement Scheme (NFIES). The scheme, with a total financial outlay of Rs 2,254.43 crore, is set to be implemented from 2024-25 to 2028-29, as per an official statement released post the Cabinet meeting on Wednesday.
This Central sector scheme will be funded by the Ministry of Home Affairs, and its primary components include the establishment of new campuses for the National Forensic Sciences University (NFSU) across the country, the creation of new Central Forensic Science Laboratories (CFSLs), and the enhancement of existing infrastructure at the Delhi campus of NFSU.
The official statement emphasised the government’s commitment to developing an efficient and effective criminal justice system. This system is envisioned to be underpinned by the scientific and timely forensic examination of evidence. The scheme highlights the critical role of well-trained forensic professionals in the swift and scientific examination of evidence, which is essential for a robust criminal justice process, especially given the advancements in technology and the evolving nature of crime.
With the recent enactment of new criminal laws mandating forensic investigation for offences punishable by seven years or more, the workload on forensic science laboratories is expected to increase significantly. Currently, there is a notable shortage of trained forensic personnel in these laboratories. The establishment of additional campuses of the NFSU and new CFSLs aims to address this shortage, reduce the caseload and pendency of forensic analyses, and align with the Government of India’s objective of achieving a high conviction rate of over 90%.
This initiative is poised to make a significant impact on the forensic landscape of India.
