Chhattisgarh has initiated significant steps towards integrated urban development with the approval of the ambitious Raipur-Durg Metro Corridor, allocating ₹5 crore for its crucial feasibility study. This pivotal project forms the cornerstone of a broader vision to establish a cohesive State Capital Region (SCR), encompassing Raipur, Nava Raipur, and Durg-Bhilai. The initiative aims to revolutionise transport, land use, and infrastructure, fostering a sustainable, zero net carbon, and equitable urban future for its growing populace.
The proposed metro rail link between Raipur and Durg, extending its reach to Nava Raipur Atal Nagar and Bhilai, is a strategic move to alleviate urban congestion and enhance connectivity across these key urban centres. This infrastructure development is intrinsically tied to the state’s overarching plan to establish a unified State Capital Region (SCR). The SCR concept is designed to coordinate growth, ensuring seamless integration of transport, housing, education, healthcare, and administrative services, thereby creating a more cohesive and efficient metropolitan area for an anticipated population of over 50 lakh by 2031.
A substantial allocation of ₹5 crore in the 2024–25 budget has been earmarked for a comprehensive feasibility survey of the metro project. This study will meticulously assess crucial aspects, including optimal route alignment, projected ridership, precise cost estimates, land acquisition requirements, and detailed technical specifications. To oversee this ambitious regional integration, the government has constituted the Capital Region Development Authority (CRDA). This newly formed body is mandated with the holistic planning, approval processes, and on-ground execution of all initiatives within the SCR, ensuring a streamlined and effective governance framework.
The CRDA’s mandate extends beyond mere project management; it encompasses critical responsibilities such as land use planning, infrastructure project approvals, and rigorous monitoring of environmental compliance. Furthermore, the authority is empowered to regulate urban expansion, ensuring development proceeds sustainably and equitably. To secure the financial viability of these extensive undertakings, two dedicated funding mechanisms have been established: a Capital Region Development Fund and a Revolving Fund, alongside the power to levy a special infrastructure cess. This robust financial framework is crucial for long-term sustainable development and ensuring resources are available for future green initiatives.
The commencement of the Raipur-Durg Metro Corridor, as part of the broader State Capital Region initiative, represents a forward-thinking approach to urban planning in Chhattisgarh. By prioritising integrated transport, sustainable land use, and robust governance, the state is laying the groundwork for cities that are not only economically vibrant but also environmentally responsible and socially inclusive. This strategic vision aims to enhance the quality of life for all residents, fostering a future where urban growth is synonymous with zero net carbon emissions, ecological balance, and equitable opportunities.
