Puri Airport Project Nears Construction With Key Environmental Clearances Secured

Odisha, has cleared several critical regulatory hurdles and is edging closer to construction commencement. Spanning 1,164 acres with minimal forest land impact, the airport aims to elevate Puri into a major international hub, fostering sustainable growth while preserving the region’s ecological balance. Recent approvals from central ministries and ongoing environmental safeguards position the project for a transformative impact on tourism, employment, and regional infrastructure.

The proposed Greenfield airport has steadily progressed, beginning with site clearance granted by the Ministry of Civil Aviation in September 2023, followed by the central government’s in-principle approval in May 2025. These endorsements underscore the strategic importance of Puri as a gateway not only to Odisha’s spiritual landmarks but also as a driver of broader economic upliftment in the eastern region. A standout aspect of the project is its environmental sensitivity. The airport’s footprint affects only 68 acres of forest land out of the total area, with forest clearance in progress under the scrutiny of the Ministry of Environment, Forest and Climate Change (MoEF&CC). The Regional Empowered Committee in Bhubaneswar has recommended Stage-I Forest Clearance, reflecting a positive step amid rigorous ecological evaluations.

In line with national conservation priorities, the project is implementing comprehensive wildlife protection measures. These plans are developed collaboratively with experts from the Wildlife Institute of India, targeting protection for endangered species such as Olive Ridley turtles, dolphins, and migratory birds, which inhabit the region’s coastal and forest ecosystems. This integrated approach highlights Odisha’s commitment to harmonising infrastructure development with biodiversity conservation. The Expert Appraisal Committee has further advanced the project by recommending the Environmental Clearance in late June 2025. The approval signifies robust adherence to environmental norms, ensuring that the airport development incorporates sustainable practices from inception. With these clearances, the Odisha government is preparing to issue the Request for Proposal (RFP), signalling the transition to the construction phase.

Beyond ecological concerns, the airport promises to catalyse regional economic growth. Puri, renowned for its cultural and religious significance, will gain enhanced connectivity, potentially increasing tourist inflows and associated business opportunities. The new infrastructure is anticipated to create numerous direct and indirect employment avenues, while also integrating modern sustainable construction methods aligned with zero net carbon ambitions. This development aligns with Odisha’s broader vision of sustainable urbanisation and equitable economic growth, balancing infrastructural expansion with environmental stewardship. As the project advances, continuous monitoring and transparent stakeholder engagement will be critical in ensuring the airport sets a benchmark for responsible infrastructure in India.
