The Pune Municipal Corporation (PMC) has announced that it will begin issuing property tax bills for the financial year 2025-26 from May 1, a delay from the usual April 1 timeline.
The postponement is attributed to the ongoing verification of PT-3 applications submitted by property owners seeking a 40 per cent concession on residential property tax. The delay, while causing inconvenience to some taxpayers, aims to ensure accuracy and transparency in billing. The PT-3 applications are critical for property owners who reside in their own homes, as per state government regulations. To avail of this concession, applicants were required to submit detailed forms that have now been under review for several months. A senior official from PMC’s property tax department explained that the verification process has been slower than anticipated due to staff shortages within the department and the department’s concurrent focus on revenue enhancement initiatives. “Issuing bills without updating records could lead to discrepancies, causing further inconvenience to taxpayers who may need to visit municipal offices for corrections. Therefore, we have prioritised the verification process to ensure accuracy before generating the bills,” the official stated.
So far, PMC has received between 1.5 lakh to 1.75 lakh PT-3 applications from property owners across various municipal offices. The process of reviewing these applications is expected to be completed within a month, enabling the corporation to start issuing bills from May 1. Despite the delay, property owners can still avail of a rebate of 5 to 10 per cent if they pay their property tax before June 30. This rebate, which is typically offered on payments made before May 31, is now extended to accommodate the delayed billing cycle. The PMC has urged residents to take advantage of this discount while ensuring timely payment. The decision to delay the issuance of property tax bills reflects a broader trend among municipal bodies to enhance administrative efficiency and accuracy. As cities like Pune continue to expand, managing property tax collections effectively becomes crucial for urban infrastructure development. Moreover, the delays have sparked discussions on the efficiency of municipal administrative processes, with many residents questioning the preparedness of the system to handle such large volumes of applications. In response, PMC officials have assured that measures are being taken to streamline operations, including increasing staff capacity and upgrading technological systems.
