The facility is expected to begin operations by the end of February 2026, following a recent high-level review by the state’s chief secretary, who underscored the need for quality execution and timely completion of remaining works.

The project — commissioned in January 2021 and constructed over the past three years on a 1,421.4 sq m plot — is funded through the department’s Personal Ledger Account (PLA) with a sanctioned budget of roughly ₹37.57 crore. Once functional, the building will bring together offices such as the Inspector General of Registration (IGR), the Joint Director of Town Planning, a dedicated call centre, and allied units under a single roof, replacing fragmented service delivery across scattered locations.Urban administrators consider this centralisation a strategic improvement for citizens and businesses who rely on services related to land and property documentation, town planning approvals and stamp-related regulatory processes — core functions that intersect with real estate market activity and urban governance. Consolidating these functions is expected to reduce procedural delays, enhance transparency and improve the overall user experience for residents navigating government interfaces.

The chief secretary’s recent field inspection of the nearly completed structure assessed seating layouts, public waiting areas, parking systems and internal infrastructure, with specific directives issued to ensure that finishing work — including furniture and internal fittings — aligns with quality and public-service expectations.A notable feature of the new facility is its parking infrastructure, which combines conventional ground-level space with an automatic hydraulic system capable of holding 51 four-wheelers, addressing long-standing concerns around parking availability in the dense Bund Garden precinct.Real estate and urban policy analysts say such infrastructure for administrative services is part of a broader effort by Maharashtra to modernise government interfaces that support property markets and city planning frameworks.
