The Pune Regional Transport Office (RTO) has recorded a notable decline in the issuance of driving licences in 2024 compared to the last two years. According to official data, 85,560 permanent licences have been issued till 22 November this year, a significant drop from 132,944 in 2023 and 139,819 in 2022. Similarly, learning licences dropped from 281,374 in 2022 to 277,904 in 2023 and 183,547 in 2024. Stricter sensor-based tests and a lack of confidence among applicants have emerged as key reasons for this downward trend.
Obtaining a driving licence in Pune involves navigating rigorous testing procedures. Learning licence tests for both two-wheelers and four-wheelers can be undertaken online or at the Sangamwadi RTO. Permanent licence applicants must visit designated test centres. While two-wheeler tests are conducted at Phulewadi RTO, four-wheeler tests are held at the sensor-based Institute of Driving Training and Research (IDTR) track in Bhosari. This state-of-the-art facility, operational since 2015, evaluates drivers using computerised sensors on three challenging tracks – ‘8’ for turns, ‘H’ for reverse skills, and an incline track for gradient control. However, the precision-driven nature of these tests has led to higher failure rates, particularly among inexperienced drivers.
This trend raises civic concerns as the lack of proper licensing compromises road safety. Many citizens find the tests intimidating, with several failing to secure licences. A resident who recently failed the four-wheeler test commented, “The sensor-based test is tough, and one must adhere strictly to the rules.” Officials emphasise the importance of proper licensing to ensure road safety and have urged citizens, particularly youngsters, to obtain valid licences before driving vehicles.
From a sustainability perspective, these stringent measures align with broader goals of reducing road accidents and promoting responsible driving. Stricter regulations not only enforce discipline but also encourage a culture of safer mobility, ensuring minimal environmental impact and fewer casualties on Pune’s roads. Balancing accessibility with safety remains critical to addressing the issue effectively.
