Pune PMRDA Clears Four Town Plans, Boosts Ring Road Development

The Maharashtra government has granted final approval to four key Town Planning (TP) schemes proposed by the Pune Metropolitan Region Development Authority (PMRDA), setting the stage for accelerated infrastructure development and urban expansion across the Pune metropolitan region. These sanctioned schemes cover major villages and growth hubs including two sectors in Wadachiwadi, one each in Autade‑Handewadi and Holkarwadi, and a portion of Fursungi falling within Pune Municipal Corporation limits.

Officials confirmed that the developments will unlock mobilisation of land for approximately 6.8 km of the planned Pune ring road, one of the authority’s critical transport priorities. PMRDA officials emphasised that these clearances mark a turning point in a long‑pending, carefully regulated planning process. “Steps are being taken immediately on the approved schemes. Land possession is underway following discussions with local stakeholders,” said senior planning sources. In tandem, PMRDA has issued public notices for 15 additional TP schemes encompassing strategic villages such as Wagholi, Avhalwadi, various Manjari Khurd sections, Wadki, Maan, Dhamane, Godumbare, Darumbere/Salumbre, Sangwade, Nere, and Bavdhan Budruk. These schemes are integral to the creation of a 65‑metre‑wide alignment for the ring road and adjacent urban infrastructure.

The authority has underscored its commitment to inclusive planning. According to PMRDA commissioner Yogesh Mhase, village‑level consultations will be conducted to collect feedback from local representatives, landowners and farmers before finalising layouts or land-sharing arrangements. The process follows the Gujarat model, which aims to distribute 50% of developed land back to landowners and support progressive infrastructure growth sustainably. In a broader strategic context, these approvals dovetail with PMRDA’s decision to withdraw and replace its earlier draft development plan, and commission a new urban master plan for the next two decades. That approach responds to more than 69,000 public comments and aims to align development goals with evolving regional imperatives.

City planners and environmental advocates have welcomed the approvals, citing the long‑overdue traction given to the ring road initiative by these TP schemes. Once implemented, the artery will divert intercity traffic away from Pune’s central corridor, reducing congestion, improving air quality, and catalysing growth across peri‑urban villages. While many of the newly proposed TP schemes remain in the consultation stage, the clearance of these four schemes signals a decisive move toward realising Pune’s urban transport vision. Ultimately, the convergence of infrastructure planning with local engagement and academic oversight offers a road map for sustainable, equitable and inclusive urban development across the metropolitan region.
