Pune Hadapsar Industrial Estate Struggles With Poor Infrastructure As PMC Promises Four-Month Fix

Pune’s oldest industrial estate in Hadapsar is facing severe civic and infrastructure challenges, prompting the Pune Municipal Corporation (PMC) to promise long-awaited action within four months. The 350-acre zone, home to over 150 small and medium enterprises (SMEs), continues to struggle with poor roads, erratic water supply, waste mismanagement, and encroachments, despite contributing around ₹140 crore annually in municipal taxes.

Entrepreneurs at the Hadapsar Industrial Estate say years of civic neglect have eroded the area’s viability as a manufacturing and service hub. Several firms have reportedly shifted operations to better-maintained industrial zones, citing deteriorating infrastructure and rising operating costs.According to local entrepreneurs, the estate  once a model of industrial planning in Pune  has now become a symbol of poor governance. Broken internal roads, lack of waste disposal systems, and inadequate street lighting have disrupted operations and logistics for hundreds of businesses.

The scarcity of clean water has added to production challenges, while dumping of untreated waste has worsened hygiene conditions in nearby residential pockets.A recent inspection by a senior PMC official brought renewed attention to these grievances. During the visit, civic officials interacted with members of the local industrial association and residents from nearby areas such as Magarpatta City, BT Kawade Road, and Sopan Baug. The inspection also revealed that contaminated water from an industrial waste depot was being released into a nearby canal, triggering environmental concerns. An inquiry into the matter has been ordered.

Industry representatives said that open dumping, encroachments by roadside eateries, and uncollected debris have turned the estate into an unsightly and unsafe environment for workers and transporters. “Despite years of complaints, there has been no consistent maintenance or infrastructure upgrade. Businesses are being forced to bear the cost of neglect,” said an entrepreneur from the estate.PMC officials acknowledged the scale of the problem and assured prompt remedial measures. “We will prioritise the issues raised by entrepreneurs and residents. Key road repairs, waste disposal management, and water supply augmentation will be completed within four months,” said a senior civic officer.

Urban policy analysts say that the Hadapsar case reflects a broader challenge of balancing industrial growth with sustainable infrastructure in Indian cities. “Industrial zones that drive local economies must be integrated into urban planning frameworks. Failing to provide basic civic amenities not only affects productivity but also undermines environmental safety,” said an urban governance expert.With the civic body now under public scrutiny, industries in Hadapsar hope that this renewed focus will lead to tangible action  and not just another round of promises.
