Pune Beats Mumbai as MahaRERA Clears Record 405 Projects on Dussehra

In a landmark festive season for Maharashtra’s real estate sector, Pune has overtaken Mumbai in new housing project approvals, marking a structural shift in the state’s property landscape. The Maharashtra Real Estate Regulatory Authority (MahaRERA) cleared a record 405 new projects during the Dussehra period, signalling renewed investor confidence and sustained urban growth beyond Mumbai’s boundaries.

Officials confirmed that a total of 809 applications were processed in this cycle  including new project registrations, timeline extensions, and corrections to existing developments. Of these, 405 were granted fresh registration numbers, while 209 received deadline extensions and 195 proposals were approved for project corrections. The approvals, finalised through a continuous operational drive by MahaRERA’s workforce, marked the single largest batch ever cleared during a festive season.

What stood out this year was Pune’s dominance. With 122 projects sanctioned within city limits and several more across the surrounding region, Pune outperformed the entire Mumbai Metropolitan Region (MMR), which accounted for 197 projects in total. Among these, 63 were from Mumbai city and suburbs, while Thane, Raigad, and Palghar together contributed the remainder.Real estate experts attribute Pune’s surge to its balanced growth model  a mix of affordability, expanding IT corridors, and better urban planning. A senior housing market analyst observed that Pune’s new projects are increasingly integrating sustainability measures such as solar infrastructure, green building certification, and efficient waste management systems. These developments, he noted, align with the city’s goal of transitioning towards low-carbon urbanisation.

In contrast, Mumbai’s limited land availability and slower approval processes continue to challenge developers. While MMR still commands high property values, Pune’s mid-segment market has proven more agile, attracting both first-time homebuyers and investors seeking stable long-term returns.Beyond the two metros, other regions also showed robust activity. Vidarbha registered 31 new approvals, led by Nagpur, while the Khandesh region added 29, with Nashik emerging as a key hub. Marathwada saw moderate participation with nine new projects sanctioned. The surge reflects MahaRERA’s broader push for timely project clearances and regulatory transparency.

Between April and September 2025 alone, the authority approved nearly 4,940 proposals  including 2,039 new projects underscoring the resilience of Maharashtra’s housing sector. Officials stated that the festive approvals were part of a deliberate effort to support developers meeting the regulator’s legal, technical, and financial compliance standards.As cities like Pune continue to champion sustainable and inclusive housing models, the data signals an evolving real estate map for Maharashtra — one that increasingly values equitable urban expansion over speculative sprawl. The festive boom not only highlights strong consumer demand but also points to a long-term shift towards greener, better-planned cities across the state.
