The Directorate General of Shipping (DGS), operating under the Ministry of Ports, Shipping and Waterways, has elevated maritime security across Indian ports and terminals to MARSEC Level 2, effective May 8, 2025.
This heightened alert status comes in response to escalating tensions with Pakistan, following a deadly attack on Indian tourists in Kashmir that claimed 26 lives. MARSEC Level 2, as defined by the International Ship and Port Facility Security (ISPS) Code, mandates the implementation of additional protective security measures for a defined period, based on a heightened risk of a security incident. This proactive stance aims to mitigate potential threats and ensure the safety of maritime operations.
The ISPS Code, established by the International Maritime Organization (IMO), is a critical component of the Safety of Life at Sea (SOLAS) Convention. It provides a framework for governments, shipping companies, and port facilities to detect security threats and take preventive measures against incidents affecting ships or port facilities used in international trade. Under MARSEC Level 2, Indian ports and terminals are required to enhance surveillance, increase security personnel presence, and implement stricter access controls. Vessels operating under the Indian flag must also adhere to these heightened security protocols, ensuring comprehensive protection across the maritime domain.
Earlier this month, India took additional measures by banning ships bearing the Pakistani flag from docking at Indian ports. This decision aligns with the broader strategy to safeguard national interests and prevent potential security breaches amidst the ongoing geopolitical tensions. Union Minister Sarbananda Sonowal recently conducted a comprehensive review of key maritime projects to ensure the normal movement of cargo. He directed officials to implement necessary measures to maintain business continuity while adhering to the elevated security protocols.
