PMRDA Restricts Mobile Use for Contract Staff to Boost Productivity

In a decisive move to instil workplace discipline and enhance operational efficiency, the Pune Metropolitan Region Development Authority (PMRDA) has prohibited contract employees from using mobile phones during office hours. This policy, implemented for staff hired through outsourcing agencies, aims to curb distractions and address security concerns tied to unauthorised information leaks. Officials believe the measure will streamline work processes and ensure confidentiality in office operations.

Contract staff constitute nearly 80% of PMRDA’s workforce, predominantly occupying Class 3 and 4 positions. Over-reliance on mobile phones was reportedly hampering their productivity, prompting the authority to issue the directive. As part of this policy, violators risk confiscation of their devices, with repeat offences potentially resulting in termination. To address emergencies, landline facilities remain accessible for internal communication. This move, while seemingly stringent, aligns with similar practices adopted in high-security workplaces, fostering a comparison to global norms of professional discipline.

The sustainability angle highlights the importance of efficient human resource management in public organisations. With its workforce heavily reliant on outsourced staff, PMRDA’s initiative reflects an effort to optimise limited human resources amidst recruitment delays. This decision could also be a stepping stone towards adopting technological tools that balance productivity with workplace flexibility, fostering a culture of accountability in urban governance.

The policy is currently limited to contract employees, as permanent staff recruitment through Maharashtra Public Service Commission (MPSC) and other channels is still underway. The state-sanctioned 407-post staff strength remains partially filled, leaving PMRDA dependent on temporary hires for essential functions. While the policy has sparked discussions around employee autonomy, officials assert it prioritises smooth project execution critical to Pune’s regional development goals.
