The Pimpri Chinchwad Municipal Corporation (PCMC) has transitioned to a fully paperless administrative model.
As of April 1, 2025, all internal operations, citizen services, and inter-departmental workflows across the civic body are managed digitally, making PCMC the first municipal corporation in the country to achieve 100% paperless governance.
This transformation is powered by a sophisticated, GIS-enabled Enterprise Resource Planning (ERP) system that integrates SAP S/4HANA, a Document Management System (DMS), Geographic Information System (GIS), and 26 digital applications. The integrated platform is designed to streamline over 1,000 municipal processes, eliminating manual paperwork and enhancing efficiency across all 54 departments. Officials confirmed that since the digital shift, more than 32,000 inward letters and 3,700 files have been processed entirely online. Tasks including payroll, pensions, engineering estimates, property tax, and contractor billings are now handled digitally. Over 6,500 staff salaries were processed through the ERP system in the months of March and April alone.
“This is not just a technology upgrade—it is a transformation in governance,” a senior PCMC official remarked. “By eliminating physical file movement, we have enhanced transparency, accountability, and speed in public service delivery. The new system is agile and ensures better tracking of civic operations.”
As part of its smart city initiative, the engineering department has created 176 project estimates, which are now live-tracked via the GIS dashboard for real-time updates and status reviews. This allows for more responsive infrastructure management and maintenance. The shift to digital governance is also visible in public services. Marriage registration, property transfer applications, slum utility billing, and auditorium bookings can now be completed online. Even internal departments such as library management, veterinary care, security services, and the municipal secretariat have gone digital.
Moreover, marriage certificates issued after 2014 are now linked to DigiLocker, enabling citizens to access verified documents instantly from anywhere.
The PCMC’s move aligns with broader goals of creating eco-friendly, zero-paper, smart cities, and represents a scalable model for municipalities nationwide. The transition reduces the carbon footprint of municipal operations and contributes to sustainability through decreased paper consumption. As Pimpri Chinchwad cements its place on the digital governance map, the civic administration is already preparing to scale further innovations in citizen engagement, green infrastructure, and data-led urban planning.
