In a bid to enhance transportation infrastructure and bolster safety across the state, the Odisha government has unveiled an ambitious initiative to construct 75,000 kilometres of world-class roads over the next five years. This extensive project aims to significantly improve commuter experience and connectivity throughout the region.
The initiative involves a coordinated effort among various state departments, each assigned specific targets to streamline the execution of this grand plan. The rural development department is tasked with the largest share, set to build 30,000 kilometres of roads. The panchayati raj and drinking water department will develop 22,800 kilometres, while the works department is responsible for 15,000 kilometres.
Additionally, the water resources department will oversee the construction of 5,000 kilometres, the housing and urban development department will contribute 1,200 kilometres, and the National Highways Authority of India (NHAI) will manage 1,000 kilometres. This division of responsibilities is intended to ensure focused and efficient development across different sectors.
A high-level meeting has recently established a framework for this project, instructing each department to devise detailed plans for their respective tasks. To facilitate this, a project monitoring unit will be set up within the works department. This unit will play a crucial role in coordinating efforts, reviewing progress, and generating analytics to guide policy and programme decisions.
To further ensure effective implementation, a steering committee, led by the chief secretary and comprising the development commissioner and relevant department secretaries, will be formed. The committee will oversee the creation of a State Road Policy, detailing construction standards, agency responsibilities, and maintenance norms. A sub-committee, chaired by the chief engineer of the works department and including members from the roads and water resources departments, as well as NHAI representatives, will draft this policy.
The initiative also includes a push for standardisation in bridge construction, aiming to expedite design finalisation and streamline project delivery. This road expansion project aligns with promises made in the BJP manifesto to develop world-class infrastructure in both rural and urban areas, highlighting the government’s commitment to transformative development.
