In a significant infrastructure push aimed at enhancing rural and tribal connectivity, the Odisha government has unveiled an ambitious roadmap to construct 30,000 kilometres of roads and 500 bridges over the next five years. The initiative focuses on improving access to remote, hilly and vulnerable regions of the state, particularly those inhabited by tribal and marginalised communities.
The announcement follows a high-level review meeting of the Rural Development department, where top officials were instructed to ensure the timely delivery of high-quality road and bridge infrastructure. The directive includes utilising 100 per cent of allocated funds under central and state schemes, with a strong emphasis on accountability, sustainability and inclusive development.Officials confirmed that any form of substandard construction work will invite strict action against both executing agencies and internal department personnel. To address quality issues proactively, capacity-building workshops for contractors and field engineers are being planned as part of a broader strategy to enforce construction standards.

Odisha currently ranks fourth nationally under the Pradhan Mantri Gram Sadak Yojana (PMGSY), having already delivered 70,711.24 km of roads out of the 73,984.88 km sanctioned. The ongoing fourth phase of PMGSY includes 942 new roads and eight bridges to connect 1,021 unconnected habitations, many of which are in tribal, left-wing extremism-affected and aspirational districts.Furthermore, under the PM Janman Yojana, 66 rural roads and four bridges are being built specifically to link over 100 habitations of Particularly Vulnerable Tribal Groups (PVTGs). This reflects a growing push by the state to address long-standing regional imbalances in physical infrastructure and bring services closer to those who have remained on the margins of development.
Under the state-led Mukhyamantri Sadak Yojana (MSY), over 4,500 km of roads were constructed in 2024–25 alone, and another 5,000 km is being taken up in 2025–26 at an estimated cost of ₹3,469.94 crore. In the same timeframe, a total of 486 bridges will be built to ensure last-mile connectivity in flood-prone and geologically challenging regions.Beyond roads and bridges, the Rural Development department is also steering the construction of public utility infrastructure like cyclone shelters, government buildings, and hostels, many of which contribute to the state’s disaster resilience and social infrastructure targets. As of now, 451 such buildings have been completed in 2024–25, with 1,229 more scheduled for completion in the next fiscal year. This large-scale development programme aligns with Odisha’s commitment to build eco-friendly, disaster-resilient and equitable infrastructure that integrates rural populations into the mainstream economy while also preparing the state for climate-adaptive growth.
